Organizational Context

Under the overall guidance and supervision of the Chief Security Adviser (CSA)/ Deputy Chief Security Adviser (DCSA) through Aden United Nations Residences and Offices in Khormaksar (UNROK) Security and Safety Manager, Field Security Assistant (FSA) assists in the implementation of security procedures and all matters relating to the management of safety and security for UN personnel, Assets and Operations at UN UNROK in Aden.

The incumbent will be required to undertake administrative functions within his/her duties.
Job Purpose

  • Assess and identify security requirements at UNROK in Aden, make recommendations and implement security measures as directed by UNROK Safety and Security Manager or designated officer in charge during his/her absence.
  • Undertake 24/7 supervision of the local private security team(s) deployed at UN UNROK in Aden; Conduct daily assessments/inspections of the armed/unarmed forces performance and taking necessary measures to maintain UN standards.
  • Drafting SOPs, Emergency Security Plans and proposing/implementing new measures as required.
  • Ensure 24/7 preparedness to take action regarding any security emergencies and crisis situations for UN UNROK in Aden.
  • Responsible and accountable for the appropriate use and maintenance of UNDSS equipment, to include a proper handover and maintain inventory list of available equipment.
  • In coordination with relevant managers ensure that all the works carried out in the compounds is in compliance with safety and security protocols.
  • Designing and providing trainings that are connected to access procedures and generic safety of the UN UNROK in Aden occupants to both unarmed and armed forces.
  • Review and revise as needed current guard force arrangements at UN UNROK in Aden, including but not limited to:

– Standard operating procedures

– Access control – Perimeter protection

– Premises observation and patrolling

– Incident response and reporting

  • Respond to security incidents as directed by UNROK Safety and Security Manager or delegated officer in charge during his absent.
  • FSA will compile and submit related reports as required by CSA and/or FSCO (Field Security Coordination officer) / UNROK Safety and Security Manager.
  • Performs any other duties as assigned.
Duties and Responsibilities
1- Assess and identify security requirements at UN UNROK in Aden, make recommendations and implement security measures as directed by UNROK Safety and Security Manager or designated officer in charge during his/her absence: 
  • Identify threats.
  • Identify vulnerabilities.
  • Identify and list the information assets.
  • Analyze internal controls.
  • Determine the likelihood that an incident will occur; Consider Historical Breach Data and incidents.
  • Assess the impact a threat would have!
  • Prioritize the risks to your information security.
  • Design access control systems
2- Undertake 24/7 supervision of the local private security team(s) deployed at UN UNROK in Aden; Conduct daily assessments/inspections of the armed/unarmed forces performance and taking necessary measures to maintain UN standards: 
  • Lead and manage daily convoys to Aden International Airport.
  • Prepare and include all the visits and clearances in the daily order. Provide copies of the daily order to the unarmed security to be used as a reference for access control.
  • Prepare the daily report. Keep records of the security guards at posts from both companies.
  • Coordinate with the security company`s supervisors for any update.
  • Respond to any emergency, fire alarm, incidents, etc.
  • Monitor the performance of the security supervisors and guards; provide coaching whenever required.
  • Report any misconduct, and unproper behavior of the security guards and supervisors.
  • Conduct routine patrols.
  • Maintain all security devices used by the security companies are in good working condition.
  • Ensure compliance of UN policies and regulations while implementing security measures
  • Ability to solve problems and achieve tasks on prompt manner.
3- Assist UNROK Safety and Security Manager in prepare drafting SOPs, Emergency Security Plans and proposing/implementing new measures as required: 
  • Supports in drafting security risk management Security Contingency and Emergency Plans. Facilitates Agencies in the implementation of the Plans as required.
  • Assists the CSA/DCSA/FSCOs with monitoring compliance with the UN UNROK in Aden SRM process established for the duty stations. Also assists with the compilation of data required for the SRM (Security Risk Management) Self-Assessment Programme
4- Ensure 24/7 preparedness to take action regarding any security emergencies and crisis situations for UN UNROK in Aden:
  • Identify internal resources and capabilities.
  • Familiarity with the relocation and evacuation plan; concentration and embarkation points
  • Identify external resources.
  • Effective Communicate with Security Operations Center (SOC), UN Staff, security guards, etc.
  • Familiarity of the location of the emergency survival kit, first aid kits, etc. inside the UN UNROK in Aden.

5- Responsible and accountable for the appropriate use and maintenance of UNDSS equipment at UN UNROK, to include a proper handover and maintain inventory list of available equipment:

  • Protect and safe keep all UNDSS assets and equipment.
  • Keep updated records of all UNDSS equipment and supplies.
  • Report any damaged or malfunction equipment immediately; follow up for repair or replacement.
  • Keep UpToDate handover sheet.
6- In coordination with relevant managers ensure that all the works carried out in the UN UNROK is in compliance with safety and security protocols:
  • Follow up with the concerned units, individuals for all issues related to the maintenance inside the UN UNROK in Aden.
  • Follow up with the security companies` managers to ensure that all activities are done in a professional manner and with compliance with the safety and security protocol.

7- Assist UNROK Safety and Security Manager in designing and providing trainings that are connected to access procedures and generic safety of the UN UNROK occupants to both unarmed and armed forces:

  • To deliver induction training to newly UN Staff and delegations on UN UNROK security premises and management.
  • To deliver training to security guards in coordination with APSCs (Armored Private Security Company) or service contractors
8- Review and revise as needed current guard force arrangements at UN UNROK, including but not limited to: Standard operating procedures, Access control – Perimeter protection, Premises observation and patrolling and Incident response and reporting: 
  • The FSA should be aware of armed security forces and unarmed security forces SOPs and make recommendation to update SOPs if required.
  • Understand the purpose of the access control and the perimeter protection; Know that the physical perimeter security can be defined as systems and technologies that protect people and assets within a facility and its grounds by blocking unauthorized physical intrusions across the perimeter.
  • FSA should be aware of the five principles of patrolling: planning, reconnaissance, security, control, and common sense
  • While reporting any incident, you should describe the detection, response, and recovery actions taken by all parties involved during the incident. You also summarize when the incident was detected, how it was reported, and to whom.
9- Respond to security incidents as directed by UNROK Safety and Security Manager or delegated officer in charge during his absent: 
  • FSA should always be on standby and preparedness to respond to any security incident inside the UNROK.
  • FSA should be able to detect, analysis, containment, investigate, and control any security incident.
10- FSA will compile and submit related reports as required by CSA and/or FSCO/ UNROK Safety and Security Manager:
  • Security incident reporting are used to keep track of all incidents that occur at the UNROK. These incidents might be used for further follow up and investigation.
  • Security incident reports should detail any events that happen at UNROK such as Safety and security incidents, Medical/injury incidents, accidents, etc.
  • The best practices while writing an incident report is to follow “The 5Ws” guideline, by investigating the Who, What, Where When and Why of a story.
  • Perform any other task requested by CSA/ DCSA / UNROK Safety and Security Manager.

Required Skills and Experience
Education:
  • Secondary education is required.
  • Bachelor’s degree or equivalent in Political Science, Military Studies, Security Management, Management, or a relevant field is highly desirable, but is not a requirement.
Experience:
  • At least 5 years of relevant experience in security, preferably in the military or police context or related field of work with secondary education is required, or at least 2 years of relevant experience associated with a first university degree is required.
  • Solid computers skills (MS Word, Excel, Access and PowerPoint), and good knowledge of access control machines /devices are desirable.
  • Knowledge of VHF radio operation is desired.
  • Good understanding/knowledge of the physical security, access control of the premises and risk management is required.
  • Prior experience with the UN system or an international NGO is desirable.
  • Experience in diplomatic security, protection and intelligence considered are desirable.
  • Preference will be given to successful candidates from the locality of the duty station is desirable.
  • Knowledge of host country safety codes is an advantage.

Language requirements 

• Fluency in both written and spoken English and Arabic required
