OBJECTIVES OF THE PROGRAMME

The mission of WHO’s Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations

DESCRIPTION OF DUTIES

Under the supervision of the Partnership officer (GHEC coordination) and the overall leadership of the Director Strategic Planning and Partnerships, the incumbent will be responsible for the following duties and tasks:

• Lead the development and implementation of an engagement strategy with key stakeholders on the GHEC to gain commitment and support, including with national and regional public health agencies, Governments, including Ministries of Health and other relevant government ministries, non-governmental organizations, regional and international inter-governmental organizations, the academic sector, and donors.

• Conduct an engagement assessment and analysis and develop and continuously adapt outreach strategies on the GHEC within the evolving health emergency landscape, in collaboration with the WHO regional and country offices and the GHEC network secretariats.

• Interact regularly with WHO teams at global, regional and country level, partners and national counterpart and provide guidance and assist in the adaptation and establishment of health emergency corps platforms at country and regional levels whilst maintaining global coherence.

• Coordinate the global GHEC working group by organizing, facilitating and following up on regular meetings to take stock, monitor progress and provide orientation to the ongoing work and priorities.

• Identify potential engagement and advocacy opportunities around key events, including in relation to the operationalization of significant global health agendas.

• Lead the development of engagement products (e.g. briefing notes, public facing documentation, etc.) to meet the information needs of donors and other stakeholders.

• Promote the work of GHEC through appropriate platforms, and develop relevant material for Member State briefings, intergovernmental meetings including WHO Governing Bodies, stakeholder meetings, and senior management interviews/briefings.

• Lead or support, as relevant, the organization of and participate in relevant conferences, workshops and meetings to promote and strengthen the GHEC.

• Initiate the formulation and preparation of funding proposals and draft donor reports.

• Perform all other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced-level university degree in public health, risk and emergency management, social sciences, international relations, or a related field.
Desirable: Specialized training in emergency operations, multi-partner coordination or partnership management.

Experience

Essential: At least seven (7) years of experience in (health) emergency preparedness and response work, humanitarian affairs, crisis/emergency management with a focus on partner engagement and coordination. Experience in emergency preparedness and response settings at regional or global level.
Desirable: Experience with international partner coordination and collaboration and emergency preparedness and response networks. Experience of working in a national setting on health emergency preparedness and response work.

Skills

  • Strong understanding of the global, regional and country health emergency preparedness and response architecture, especially emergency coordination processes, structures, networks, and surge mechanisms.
  • Strong planning, organizing and communication skills and being able to work in an intercultural environment.
  • Proven ability to adapt, develop and/or produce operational documents.
  • Excellent analytical and organizational skills.
  • Ability to communicate and write in a clear and concise manner.
  • Tactful, and sensitive to issues and needs of external partners and countries.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 77,326 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5883 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
