Org. Setting and Reporting
The position is within the United Nations Liquidation Entity (MINUSMA), Bamako duty station. The Chief of Operations and Resource Management (ORM) reports to the Director of the Liquidation entity. The focus of this job is to direct and oversee the strategic and cross-cutting the liquidation entity support functions mainly Human Resources, Financial Resourcing and Performance Management, Field Technology, the Liquidation Entity, Support Centre and Regional Offices, with a view to ensuring coherence in forecasting, performance monitoring, planning, and coordination activities related to operational and resourcing activities. The Chief Operational Resource Management shall focus significant attention on effective resource allocation and utilization, monitoring budgets, ensuring appropriate financial and budget controls, reviewing resource allocations in light of strategic goals and outcomes and identifying opportunities to attract or leverage resources. The incumbent of this position ensures effective establishment of management scorecard targets and monitors achievement of results. He/she ensures internal control framework is in place and issues appropriate sub-delegation of authorities for respective Section chiefs under his/her immediate supervision.
Responsibilities
Within delegated authority, the Chief, Operations and Resource Management will be responsible for the following duties: • Unifies strategic and cross-cutting liquidation entity support functions with a view to ensuring coherence in forecasting, performance monitoring, planning, and coordination related to operational and resourcing activities; • Provides leadership in the provision of strategic guidance, direction and oversight for the effective management of financial, human and physical resources; • Leads and directly oversees the Human Resources Section (HRS), Financial Resourcing and Performance Section (FRPS), Field Technology Section (FTS), Liquidation Entity Support Centre (MSC) and Sector/Regional Offices for the effective fulfilment of the liquidation entity support strategy and associated support plan; • Leads the development, preparation, coordination and monitoring of strategies and work plans for Operations and Resource Management activities and takes the lead in securing the required human, financial, logistic and technological resources to achieve them; • Provides guidance and direction for the planning and forecasting of the personnel, financial, logistic, information and communication technology requirements of all the liquidation entity components; • Liaises directly with UNHQ offices to ensure the liquidation entity planning and resource allocation is coherent with HQ priorities, guidance and policy; • Effectively leads, coordinates and directs all aspects of the Operational Resource Management Pillar as follows: Human resources management: • Oversees the development and implementation of the liquidation entity specific human resources strategies and plans and is accountable for the achievement of strategic and operational targets. Ensures effective and timely delivery of strategic advisory services in human resources management with a particular focus on HR planning, policy implementation, self-monitoring and compliance with Key Performance and operational indicators to ensure that human resources strategies and plans are aligned with the overall liquidation entity’s strategic framework and concepts of operations and are responsive to evolving changes in mandates and phases, operational priorities and human resources imperatives and targets; • Ensures, through establishing capacity building programmes, that HR processes including an efficient staffing table management based on approved organizational units and positions, management of the process of classification of positions, and recruitment strategies are effectively implemented. Financial resourcing and performance: • Oversees the development and delivery of strategic support and business intelligence, including advice to operational counterparts and the liquidation entity leadership, on financial resourcing and stewardship, organizational performance of the liquidation entity, and risk management in line with the liquidation entity priorities; • Ensures financial sustainability of the liquidation entity, and supports the DMS in planning, managing and implementing approved budget, while helping to ensure delivery of services through cost-effective means; • Ensures sound financial management and the integrity of financial transactions, systems and reports by enforcing consistent application of financial rules and regulations; • Ensures integrated, results-based planning, budgeting and utilization of resources in line with established policies and procedures. Information and communication technology: • Oversees the development and delivery of quality, robust and reliable information and communication technology (ICT) services in support of the liquidation entity, mandate implementation; • Facilitates the implementation of innovative and intuitive technology solutions that enhances work across the liquidation entity, pillars and facilitates technological problem solving and decision making at all levels; Manages the liquidation entity, information security and its incident response plan. Liquidation Entity Support Centre: • Oversees the development and delivery of timely, coordinated and efficient logistic support planning by the liquidation entity, Support Centre to all components of the liquidation entity, Support Division for operational priorities and key project implementation. Sector or Regional Offices: • Oversees the coordination of all operational and resourcing activities of regional offices to ensure their timely set up and provision of human resources, financial and information technology support required for the fulfilment of the mandate of the regional office. Other duties and responsibilities: • Takes the lead in the development and implementation of special projects such as Disaster Recovery and Business Continuity, Welfare activities as required; • Manages the liquidation entity, ‘s service desk operations providing regular management reports on service availability and performance; • Monitors client experience and advises on programs for continuous service improvement; • Implements pilot projects and monitors, coordinates and reports on their progress; • Liaises with local authorities, the liquidation entity, stakeholders, and UN Agencies, Funds and Programmes or other parties on behalf of the Director of Liquidation.• Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need.

Education
Advanced University degree (Master’s degree or equivalent) in business or public administration, management, human resources management, finance, accounting, information technology or related fields. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
At least fifteen (15) years of progressively responsible and diversified professional experience in public or business administration, human resource management, finance, accounting, information technology or related area is required. Experience in handling complex organizational issues at the international level is desirable. Hands-on-experience with UN administrative/financial policies and practices is desirable. Experience providing services to or in a field operation of the United Nations Common System or a comparable international organization is desirable. Experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable.
