JOB DESCRIPTION

Org. Setting and Reporting
This position is located in the Movement Control Unit of the United Nations Verification Mission in Colombia (UNVMC). The incumbent will be based in Bogota and will report to the Chief Movement Control Officer.
Responsibilities
Within the limits of delegated authority, the Movement Control Assistant will be responsible for performing the following duties: • Receives and registers cargo movement requests for air/ground/ transportation. • Receives supplies from different sections, arranges for transportation and follows up from delivery to destination. • Coordinates transportation of cargo by air and/or road with Air Operations and Transport Section, respectively. • Ensures proper and safe storage of inbound and outbound cargo. • Ensures proper packing and marking of cargo items, including dangerous goods. • Informs appropriate consignees on delivery of items. • Provides technical advice and guidance to personnel involved in cargo movements. • Compiles and maintains cargo statistics related to air/ground movements. • Coordinates work of outsourced loaders at the airport. • Prepares cargo manifest and ensures its distribution to all concerned parties. • Facilitates embarking/disembarking of passengers at the airport, and loading/unloading of cargo. • Ensures that loading of the aircraft is conducted in accordance to the published daily schedule and cargo manifest. • Checks in passengers against passenger manifest, issues boarding passes and organizes passengers transfer for aircraft boarding. • Performs pre-boarding briefing for passengers and monitors the safety briefing performed by the aircrew.
• Facilitates immigration and customs formalities for passengers. • Ensures that passengers’ baggage is weighted, measures, labeled, manifested, and loaded into the aircraft. • Ensures the General Release from Liability form (waiver) for non-UN passengers is in place and retained before boarding. • Reports time of take-off and landing of UN aircraft to Air Operations Center. • Ensures established procedures are in place and aviation safety regulations are followed. • Provides assistance to VIP passengers, if required. • Carries out duties in Passenger Booking Cee, if required. • Performs the flight monitor duties or other duties as and when required. • Provides multi-modal movement control support to the sector. • Ensures that dangerous goods are transported in accordance with applicable international Dangerous Goods Regulations. • Prepares and delivers comprehensive and operational reports that leverage advanced data analysis tools such as Power BI and other intelligent data analysis programs. • Provides assistance to travel, procurement and logistics Units/ Sections. • Ensures that all UNVMC policies are applied and followed thoroughly across all processes, including adherence to UNVMC code of conduct and ethics, and integrates a gender-sensitive approach in all functions. • Performs other duties as may be required.

Education
A high school diploma or equivalent is required.
Job – Specific Qualification
A valid national driving license is required. Certification in International Air Transport Association (IATA) or International Maritime Organization (IMO) rules and procedures for transporting dangerous goods is desirable. Certification in Supply Chain Operations Reference Professional (SCOR-P), Supply Chain Professional (SCP), or other logistics, transportation institutions or equivalent is desirable.
Work Experience
A minimum of five (5) years of progressively responsible experience in movement control, aviation, multi-modal transportation, airline operations, logistics management, or a related field is required. Experience in using Enterprise Resource Planning (ERP) systems is desirable. Experience in performance management, data management, performance reporting using business intelligence tools for data analysis and visualization is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in both English and Spanish (oral and written) is required. NOTE: Fluency equals a rating of “fluent” in all four areas (read, write, speak, understand), and “knowledge of” equals a rating of “confident” in two of the four areas.
