Duties and Responsibilities
Under the direct supervision of the UNODC GMCP Regional Programme Coordinator, Indian Ocean East Team, the consultant will deliver the following outputs: Provide technical expertise and support on the implementation of activities aimed at strengthening the preparedness and response capabilities to maritime crimes of seaports’ anchorage and waterside areas, in Bangladesh, India, Maldives and Sri Lanka. Provide technical expertise and guidance during the conducting of assessments on maritime threats in key seaports in Bangladesh, Maldives and Sri Lanka. Provide technical inputs on specialized equipment and/or gear to be handed over to prioritized seaports to strengthen operational and/or infrastructural capabilities to counter maritime crime in seaport premises. Deliver at least three (3) training programmes, as required based on assessments, including but not limited, to inter-agency trainings, workshops and/or events focused on strengthening security in seaports in Bangladesh, Maldives and Sri Lanka. Identify and prioritize requirements and develop agendas, technical training materials and other documents related to training activities. Provide technical inputs and context-based expertise to strengthen cooperation with participating government counterparts from Bangladesh, India, Maldives and Sri Lanka.
Qualifications/special skills
An advanced university degree (Master’s degree or equivalent) in law, criminology, political science, international relations or a related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of seven (7) years of work experience in the area of law enforcement, criminal justice and/or a related area is required; Experience designing and/or delivering training programmes strengthen preparedness and response capabilities of government agencies in border security is required; Experience conducting assessments, research and/or analysis is desirable; Experience within the UN system or other international organizations is desirable; Experience in providing technical advice and/or guidance on cross-border cooperation to deter illicit activity in border areas, including detection and interdiction techniques; risk profiling or information exchange, is desirable; Excellent report writing skills is required. Planning and organisation skills is required. Experience in dealing with counterparts from various cultural backgrounds is desirable. Strong interpersonal and communication skills including demonstrated tact in inter-cultural communication is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
