This position is in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the Office of Securityat the U.S. Agency for International Development (USAID).

Duties

  • Supervises employees, provides administrative and technical supervision necessary for accomplishing the work of the unit.
  • Oversees the development of policies and procedures for the Domestic Security program for the Agency and ensures staff compliance with the security policy directives, physical security programs, guard force, and required procedures.
  • Operates and controls the physical security programs for USAID facilities in the Washington, DC metropolitan area.
  • Oversees the ID Card program and the Electronic Security Systems and serves as the Program Manager for Protective Security Officers.
  • Conducts surveys and analyses to identify how critical and vulnerable facilities or sites are and threats against them.
  • Serves as a senior security liaison, and works closely with investigative, intelligence, counterintelligence, and security personnel in other areas of security at the agency.

  • Must be able to obtain and maintain a Top Secret/SCI security clearance.
  • Time in grade must be met by the closing date of the vacancy announcement.

Qualifications

Specialized Experience:
GS-14:
 You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. One year of specialized experience refers to full-time work; we consider a part-time job on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: a) Managing the physical protection of government or contractor personnel, installations, facilities, and information; b) Assisting in the acquisition of innovative security equipment to guard against unauthorized access; c) Ensuring continuity of operations; and d) Issuing ID cards and monitoring Electronic Security Systems.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position’s duties to be filled, including volunteer experience.
