PROJECT BACKGROUND
GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments.
OBJECTIVES OF THE ASSIGNMENT
The consultant will work under the guidance of the Regional Director and the Regional Investments Lead of the Middle East and North Africa (MENA) region. S/he will be in building, maintaining, and strengthening partnerships with government counterparts and international/local stakeholders in the public and private sectors. S/he will work with partner countries in the origination, design, and implementation of climate finance and green investment projects in various sectors. S/he provides technical advice and guidance to the MENA Leadership Team on green investment matters.
DELIVERABLES AND PAYMENT
- Provide technical lead and guidance to GGGI staff in countries in the MENA region including engaging with Country Representatives in the region on investment project specific issues and technical aspects..
- Mature the existing pipeline of investment projects primary in the energy sector and support the development of new scalable, replicable projects in new sectors in alignment with GGGI global programs and thematic priorities.
- Lead the preparation of concept notes and conducts analysis for the investment opportunities and support financing mobilization by facilitating investment negotiation and initial financial commitments.
- Support further development and expansion of GGGI’s network of financial institutions, banks, funds and other relevant organizations both domestically and internationally.
- In coordination with the relevant GGGI Units, external experts, and organizations, lead the climate finance research, analysis, and packaging of relevant local and global lessons and learning materials into knowledge products.
- Support proposal writing and resource mobilization efforts of the regional office and contribute to the preparation of corporate communication material.
- Carry out other ad hoc assignments in line with GGGI’s mandate and targets for the MENA region related to green investment.
NOTE1) Payments are made every 4 to 6 weeks based on the progress in the delivery of the outputs.
NOTE2) No later than 2 days following the start of the consultancy, the consultant shall submit the draft workplan to be approved by the supervisor. Bi-weekly and monthly reviews of the workplan will be conducted.
At the end of the assignment:
- The Consultant shall submit the Final Report which should reflect the outcome of all activities prepared by the consultant. The report should also give recommendations for further activities to be carried out in order to secure a long-term sustainable development of the measure.
- All relevant technical papers, reports, and other documents prepared from the start to the end of the assignment shall be attached to the Final Report.
- The Consultant shall submit the report in both hard copies and electronic versions readable by a Microsoft Office application.
- All outputs must be in English. In addition, the Consultant may be required to submit the outputs in other languages.
- Final report must be approved by the GGGI with the agreement of the [ministry, etc]. The Consultant shall consider the comments and necessary revisions proposed. Within 14 days from the receipt of the comments or modification proposal from the GGGI, the Consultant shall prepare and submit the final versions of the report.
EXPERTISE REQUIRED
The individual consultant is required to fulfill the following criteria:
- Minimum of 10 years of relevant professional experience that combines intellectual and managerial leadership in strategic planning, with a strong focus in the area(s) of sustainable development, climate change, management consulting for non-profits, preferably at the international level.
- Advanced University degree in areas such as international business or economics with further financial/economics training (Masters in Finance or MBA or equivalent).
- Solid understanding of various financial products, debt/equity instruments being used in MENA region, finance/investment sector. Direct work experience with any of these products will be an advantage.
- Experience working directly with one or more Investment banks/ Private Equity/ multilaterals would be an advantage.
- Proven experience in writing proposals for climate finance /resource mobilization
- An extensive network of professional contacts among financial institutions and impact investors would be an added advantage.
- Excellent communication, presentation, writing, facilitation, and networking skills.
- Dedicated team player, with result-oriented, pro-active, and creative mindset to solve problems.
- Excellent multi-cultural literacy and interest in being a part of an international team working in an evolving and entrepreneurial environment.
- Willingness and ability to travel following business needs.
