JOB PURPOSE

Under the Indonesia WFP Country Strategic Plan2021–2025 (CSP) the Programme Policy Officer (PPO) leads WFP Indonesia Nutrition Unit and under the direct supervision of the Deputy Country Director (DCD) and overall guidance of the Country Director (CD) . The PPO is responsible for setting the strategic direction, managing partnerships, designing interventions, and overall management of the Nutrition Unit to contribute to the achievement of CSP Strategic Objective 3, namely, “By 2025 populations at risk of multiple forms of malnutrition benefit from increased national capacity to design and implement programmes that enhance access to and promote positive behaviours on healthy diets and prevent stunting and other nutritional deficiencies”.
In 2021, WFP Indonesia launched its Country Strategic Plan (CSP) 2021-2025, which is fully aligned with the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2021-2025 and the Government’s Medium-Term Development Plan (RPJMN) 2020-2024. Through this its CSP WFP engages in policy dialogue and provides technical assistance in partnership with and support of the Government of Indonesia. WFP Indonesia supports the Government to achieve its mid-term and long-term SDG targets with a focus on Food Security and Nutrition Analysis, Social Protection, Disaster Preparedness and Climate Change Adaptation, and addressing malnutrition through healthy diets, and food systems transformation.
The WFP nutrition programme portfolio includes; a) the scale up of rice fortification, b) improved nutrition for school age children, and c) social behaviour change and communication for improving healthy diets. The PPO is required to work collaboratively across WFP programme units, and in close collaboration with the Monitoring, Evaluation and Knowledge Management unit, to ensure nutrition integration across WFPs portfolio.

KEY ACCOUNTABILITIES (not all-inclusive)

TEAM SUPERVISION

The PPO, reporting directly to the DCD, will supervise a team of four (4) national officers focused on Rice Fortifications, Nutrition,Social Behavior Change and Communication (SBCC), and a Policy Expert national consultant. The incumbent will provide management oversight and technical guidance to the team. S/he is expected to function as a point of referral and lead more complex programmatic analysis and queries.

S/he will guide and supervise the team, acting as a point of referral and supporting them with more complex analysis and queries. The PPO leading by example, will proactively support team onboarding and orientation promoting and inclusive and collaborative teamwork. The PPO will oversee annual work planning, and effectively coordinate and ensure quality across the team. S/he is expected to effectively share knowledge, encourage and support relevant training, personal development and timely management of their performance..

The PPO is expected to establish and maintain partnerships, strategically guide technical assistance, and effectively manage and mobilize resources to achieve WFP Indonesia CSP 2021 – 2023, specifically strategic objective 3.
1. Provide technical and managerial leadership of the WFP Indonesia Nutrition Unit ensuring coordination and collaboration across programme and support services.
2. In cooperation with the Strategy and Partnership Unit, design strategic approach for engagement with government based on analysis of a range of relevant policy, regulatory and operational issues related to nutrition, education and social protection.
3. Provide strategic and technical input and design WFP Indonesia contributions for active engagement in national level policy dialogue to enhance policies, programmes and resource allocation to improve nutrition as per the CSP objectives and annual work plans.
4. Ensure WFP Nutrition is well represented in strategic national and sub-national forums, technical meetings, donor meetings and private sector forums to enhance partnerships with government, UN, civil society and the private sector.
5. Ensure technical assistance for improving nutrition for school aged children, rice fortification and SBCC for healthy diet is of high quality, aligned with global best practices, and contributes to achieving WFP Indonesia CSP objectives.
6. Design and provide technical assistance towards the utilization of data and information (eg FNG, and cost of the diet) to inform policy and programmatic decision making within government systems.
7. Oversee south-south and triangular cooperation initiatives to contribute to enhanced policy dialogue and capacity for improved large scale food fortification, and nutrition of school aged children.
8. Effectively manage donor and internal WFP resources allocated to nutrition programme.
9. In close cooperation with DCD develop and design concept notes, and proposals, and identify funding opportunities in order to mobilize resources to achieve WFP CSP, Strategic Objective 3.
10. Ensure accurate, timely and quality of donor and corporate reporting of WFP Indonesia nutrition programmes and activities.
11. Any other duties in line with expertise and job context.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Nutrition, Public Health, Social Sciences Food Technology, Medicine or other field relevant to international development and nutrition. University Degree with additional years of related work experience and/ or trainings/courses.
Language: National Professional: Fluency (level C) in English and Bahasa language.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• At least five years post graduate relevant professional experience with Master’s Degree, or seven years post graduate relevant professional experience with a first University Degree.
• Experience with social behaviour change and communication programming.
• Experience working cross sectors (e.g. health, nutrition, agriculture, social protection)
• Demonstrated experience in country capacity strengthening modalities
• Demonstrated experience in engaging and influencing policy dialogue, including the use of data and evidence

KNOWLEDGE & SKILLS REQUIRED

• Understanding of Indonesia’s nutrition, education, social protection and agriculture sectors including relevant polices, and regulations at national and sub-national level.
• Understanding of policies and government structures related to Indonesia Food System transformation.
• Ability to conceptualize and draft programme concept notes and proposals.
• Understanding of the triple burden of malnutrition and programmatic modalities for addressing its causes
• Demonstrated effective and sound leadership in a supervisory role, including experience managing senior subject experts.
• Excellent oral written communication and presentation skills.
