1. Scope of Work
Duties and responsibilities:
The duties of the local consultant are as follows:
· Collaborate with key nutrition stakeholders on the BMS Bill, building on the existing skills and experience in domesticating the Code of marketing of breast-milk substitute (CMBS-the WHO Code).
· Using the obtained knowledge and experience, join the AFRO TA/consultant and the country team to conduct a three-day technical session to review the current BMS Bill.
· Co-lead review of the Bill provisions, aligning with international and regional models
· In consultation with the House of Legislature, consolidate inputs and distribute to inform the technical team’s engagement with the House Joint Committee on Health for concurrence by the Upper House
· Prepare and submit end of consultancy report.
· Undertake other vital duties as required by AFRO and the country team.
2. Deliverables:
· Develop a comprehensive roadmap on the next steps leading to the final passage of the BMS Bill into LAW and its implementation
· Produce a comprehensive report of the activity
· Produce a cleaned version of the revised BMS Bill with appropriate context-specific legal terminology
· End of contract report
3. Qualifications
Bachelor of Laws (LLB
Essential: Minimum
At least three to five years, working in the Legal sector
Desirable:
Familiarity with international standards/ models and best practices
Experience working with the national Judiciary system is required
Prior experience in working on similar thematic area and/or collaboration with the UN, international NGOs and related bodies is an asset
4. Functional Knowledge and Skills required:
Describe the essential knowledge and the skills specific to the position.
a. Ability in the use of a computer, either a laptop or desktop or both
b. Proficiency to make power point presentations
c. Skill in written and spoken English
d. Ability to interpret and analyze national legal provisions
e. excellent communication and facilitation skills, with experience in conducting an orientation with relevant stakeholders
.
5. Remuneration
The consultant is hired at NOB grade and will be remunerated based on UN agencies’ payment rate for national consultants in Liberia. The total net remuneration for one-month contract is estimated to be US $4,458.00.
6. Duration and Location
The consultancy is expected to be for a duration of one month.
The consultant will be based in Monrovia, Liberia.
