Purpose of consultancy
- Lead on oversight of quality assurance of the WHO/Data, Analytics and Delivery for Impact (DDI) website, with particular attention to adherence to WHO Style, spelling and grammar, identification and fixing of broken links and accessibility for people with disabilities.
- Serve as the Division focal point to routinely monitor and update DDI information materials on the WHO website, including publications, pages, content on data collection and analysis tools, and data standards. The position ensures that the DDI web presence has clarity of message, adherence to WHO Style, and correct spelling and grammar.
- Respond to publishing requests from the various departments of DDI that are sent to the Data EXchange unit (DEX).
- Maintain the indicator metadata registry at the request of WHO data custodians.
- Create and maintain data portal landing pages in the Global Health Observatory for various WHO programmes.
Background
The Division of Data, Analytics and Delivery for Impact supports and strengthens the generation and collection, analysis, use and dissemination of data and evidence to promote better evidence-informed decision-making in Member States. Its goal is to build capacity in Member States to monitor the health of their populations and the impact of health interventions and to promote evidence informed policy decisions. The monitoring of WHO’s Global Programme of Work 13 2019-2023 (GPW 13) Impact Framework is also a key function.
The Department of Data and Analytics is responsible for monitoring progress on the GPW 13, and strengthening country health information, data generation and evidence creation in collaboration with partners. It addresses critical data gaps for priority health topics, and also serves as Division focal point for collaboration with other departments with regard to primary data generation efforts and analysis, and undertakes analysis of health trends and determinants.
The Data Exchange team within the Department of Data & Analytics will bolster DDI’s strategy by supporting Organization-wide efforts toward a coherent and principled vision and practice of data collection, analysis, dissemination, and use through:
- Operating an integrated one-stop-shop on the WHO website for data, metadata, and health information across all three levels of the Organization that empowers Member States, partners and public.
- Creating compelling tools for data exploration and visualization for Member States, partners and the public.
- Promoting technologies, standards, methods, and services for seamless integration with all three levels of the Organization and the system of WHO Health Observatories.
- Overseeing systems for reference data in use by technical programmes at all levels of the Organization.
- Updating, migrating and restructuring web pages.
Given the large number of staff in DDI with responsibility for writing, editing, and posting content on the WHO website, there is a need to ensure that editorial standards are maintained across the site. Using web quality assurance software, the consultant identifies problem areas and takes action to have them corrected. The work is conducted in close cooperation with the WHO Web team and DDI colleagues. Given the high workload of the DEX team, support for web production is also required.
The consultant will lead on oversight of quality assurance of the DDI websites and data.who.itn, with particular attention to adherence to WHO Style, spelling and grammar, identification and and fixing of broken links and accessibility for people with disabilities. In addition to this, close attention to the particulars of health-technical data set publishing and dissemination is also required.
The consultant will also review and edit health-technical information materials such as fact sheets and questions and answers for clarity of message, adherence to WHO Style, and correct spelling and grammar.
In addition, the consultant will undertake shifts for responding to publishing requests sent to the DEX Unit in support of the overall DDI division web presence.
Deliverables
- Deliverable 1: Providing editorial oversight and controls on the DDI division web presence to ensure timeliness, consistency, and correctness of the division’s messaging on the web.
- Deliverable 2: Advice on issues relating to accessibility of web content and the latest WHO web standards and conventions.
- Deliverable 3: Reviewing, editing, and aligning the indicator metadata registry entries according to the requests of WHO data custodians.
- Deliverable 4: Improvement of editorial quality of web content.
- Deliverable 5: Delivery of presentations on WHO House Style and editorial quality at DEX and DDI meetings.
- Deliverable 6: Provision of web publishing support (including outside of Geneva working hours).
- Deliverable 7: Chairing content and editorial review meetings for the Division.
- Deliverable 8: Quality assurance reports on a regular basis and on request, taking corrective action on issues identified.
Qualifications, experience, skills and languages
Educational Qualifications:
Essential:
- First-level university degree in journalism, communications, information management, social sciences, humanities, or related subject.
- A certification in web project or web content management.
Desirable:
- Post-graduate degree in journalism, content management in media, or relevant area.
Experience:
Essential:
- At least 7 years of experience in web content production and management.
- At least 7 years of experience in writing and editing.
- Demonstrated experience acting as the Senior Editor of a publication, website, or media interest.
- Experience of using Sitefinity, WHO’s web content management system.
- Demonstrated ability to work with multiple technical groups.
- Experience working for the United Nations, preferably WHO, or another international organization.
Skills:
- Excellent writing and editing skills.
- Demonstrated ability to create, edit, publish and maintain content using Sitefinity.
- Knowledge of WHO standard procedures and rules for content editing, maps, press releases, etc.
- Demonstrated design and layout skills for the arrangement and setup of web pages.
- Proactive communication skills.
- Ability to work with multiple technical groups/units to produce a single deliverable.
- Expertise in working with health indicators’ metadata.
- Demonstrated ability to process a visualization in PowerBI or Tableau.
- Familiar with image editing tools.
- Familiar with social networking platforms.
- Familiar with web analytics.
Languages required:
Essential:
- Expert knowledge of English.
Desirable:
- Expert knowledge of Arabic, Chinese, French, Russian and/or Spanish.

Remuneration and budget (travel costs are excluded):
Remuneration:
Band level B – USD 7,000 – 9,980 per month.
