Purpose of consultancy

Provide stakeholder management, communications, partnership building, and capacity-building expertise for several projects to support countries to develop capacities in health inequality monitoring: establishing a WHO Health Inequality Monitoring Network; establishing a WHO Technical Advisory Group on Health Inequality Monitoring; developing a Global Health Inequality Monitoring Atlas; and supporting capacity-building activities related to health inequality monitoring.

Background

Monitoring health inequalities and their drivers is crucial to achieve health equity, which is a key element of the 2030 Agenda for Sustainable Development aspiration to “leave no one behind” as well as the World Health Organization’s 13th General Programme of Work (GPW 13). Health inequality monitoring is vital for tracking progress towards universal health coverage to ensure that disadvantaged populations achieve accelerated gains alongside overall improvement in the broader population, thus narrowing coverage gaps.

The Health Inequality Monitoring Team at the World Health Organization has a five-year strategy (2022-2027) that includes three strategic goals: (1) strengthening capacity for health inequality monitoring at country, regional and global levels; (2) generating the latest evidence on health inequality; and (3) developing and refining health inequality monitoring methods, tools, resources and best practices.

The team will be conducting several projects to support countries to develop their capacities in these areas:

  • i) Establishing a WHO Health Inequality Monitoring Network of research institutes to provide a platform for technical collaborations to enhance health inequality monitoring at global, regional and country levels.
  • ii) Establishing a WHO Technical Advisory Group on Health Inequality Monitoring formed of technical experts on health inequality monitoring, to provide support to improve, develop, and disseminate WHO recommended practices, methods, and tools for health inequality monitoring.
  • iii) Developing a Global Health Inequality Monitoring Atlas of country policies, capacities and resources for inequality monitoring, identifying health inequality monitoring gaps, needs, and solution options for accelerating countries’ capacities to monitor inequalities. Information will be collected from countries via an online survey.
  • iv) Supporting capacity-building activities related to health inequality monitoring in countries.

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

  • Advanced university degree in public health, health communication, health information science, project management, management, or related area.

Experience:

Essential:

  • At least 10 years’ relevant experience in stakeholder engagement, strategic planning, and project management.
  • Experience in developing global networks with a range of government and non-government stakeholders.
  • Experience in setting up governance mechanisms and processes.
  • Experience in the development of stakeholder engagement plans.
  • Experience in the area of public health, particularly health information systems.

Desirable:

  • Experience in facilitating capacity-building in health inequality monitoring.
  • Experience in developing online products, including in product development, testing and dissemination.

Skills:

  • Excellent written and verbal communication skills.
  • Strong skills in stakeholder management/engagement and partnership development.
  • Strong project/programme management and organizational skills.
  • Strong strategic thinking and planning skills.
  • Good knowledge of data collection methods, particularly using surveys.
  • Good knowledge of MS Office including SharePoint, Teams, Word, Excel and PowerPoint.
  • Ability to work independently and remotely in multidisciplinary and multicultural settings.

Desirable:

Languages required:

The consultant is not expected to travel.

Remuneration and budget (travel costs are excluded):

Remuneration:

Band level C – USD 500 – 625 per day or USD 10000 to 12500 per month

Expected duration of contract:

Initial contract for 5.5 months (01 July 2024 – 15 December 2024), part-time or full-time.
