Qualifications

Purpose of consultancy

To provide technical expertise to the Clinical Management and Operations team in the development of normative products for medical oxygen production and distribution systems, development of training materials for biomedical engineers and technicians and provide technical expertise to countries in the development of their national oxygen scale up roadmaps and plans and support the Global oxygen alliance working group on country implementation of oxygen roadmaps.

Background

The mission of the WHO’s Health Emergencies (WHE) Programme is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. The Country Readiness Strengthening (CRS) Department’s objectives include developing and strengthening core national capacities necessary to mitigate and respond to emergency risks and vulnerabilities.

Within the CRS Department, the Clinical Management and Operations Team works to facilitate, set, and implement clinical standards throughout the full cycle of health emergencies by coordinating groups of subject-matter experts and fast-tracking evidence and guidance and country support.

As a member of the clinical management team, the consultant Oxygen will work collaboratively to improve the normative and operational guidance for oxygen-generating systems.

Deliverables

  • Deliverable 1: Provide technical expertise to WHO to revise (if necessary) and disseminate global oxygen Product Technical Specifications by:
    • Compiling feedback/input from public consultation.
    • Completing revised draft for WHO to share with external reviewers.
    • Compiling feedback for WHO to make final edits to the document.
    • Working with copy editor and designer to make the document ready for publication and translation.
  • Deliverable 2: Provide technical expertise to the development of biomedical training package for engineers and technicians on installation, commissioning and maintenance of PSA plants.
    • Develop agenda for training package in collaboration with educational designer and other technical experts.
    • Develop scripts for training videos in collaboration with educational designers and other technical experts.
    • Compile feedback on scripts and agenda from expert working group.
    • Provide final scripts and agenda to WHO TU to provide to videographer.
    • Review and provide feedback to videographer on videos.
  • Deliverable 3: Provide technical expertise to finalize the national oxygen roadmap template and support member states in development of oxygen roadmaps.
    • Develop annexes for the final version of the National oxygen scale up template.
    • Develop agenda for webinar series and workshops on national oxygen scale up template and deliver at global and regional level (total of 3 webinars/workshops).
    • Set agenda and interactive global virtual meeting in November 2024 with participants of the recently convened Global oxygen meeting to follow up on progress and milestones.

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

  • An advanced university degree in engineering (civil, mechanical or biomedical).

Desirable:

  • An advanced university degree in public health.

Experience:

Essential:

  • At least 5 to 10 years of relevant experience in health systems working at international level, including experience with health emergency response.
  • At least 7 years of experience as a recognized oxygen technical expert.
  • Experience writing technical and operational guidance for oxygen generating systems at national or international levels.

Skills:

  • Demonstrated technical writing skills.
  • Excellent knowledge of Microsoft Office applications, One Note, any system of data management.
  • Ability to work in a multi-disciplinary and cross-cutting environment.
  • Excellent organizational skills combined with the ability to multi-task and produce accurate results under pressure.
  • Excellent interpersonal skills, diplomacy, tact and discretion, sound judgment and initiative, ability to work under pressure and to clearly articulate and present concepts and procedures to a broad range of audiences.

Languages required:

Remuneration and budget (travel costs are excluded):

Remuneration:

Band level B – USD 7,000 – 9,980 per month.
