Qualifications

Purpose of consultancy

To develop and edit reports and documents around respiratory pathogen pandemic preparedness, including specific materials for influenza preparedness and response.

Background

The goal of the Global Influenza Program (GIP) and Pandemic Influenza Preparedness (PIP) Framework units is to strengthen global influenza pandemic preparedness, including within the overarching framework of the Global Influenza Strategy and through critical assets, including the Global Influenza Surveillance and Response System (GISRS) and the PIP Framework. There is a need to develop a sustained, harmonized, and continually coordinated approach to technical reporting to strengthen respiratory pathogen pandemic preparedness.

Deliverables

  • Deliverable 1: Quarterly influenza update reports.
    • Activity 1.1: Create updated influenza partners reporting template to update global partners on recent initiatives related to GIP and PIP Units.
    • Activity 1.2: Develop and edit content for influenza updates and coordinate input from WHO staff and global readership.
    • Activity 1.3: Establish a new report production schedule.
    • Activity 1.4: Edit WHO influenza technical products as assigned, engaging with the authors and incorporating author revisions as necessary.
    • Activity 1.5: Disseminate reports and information rpoducts through Campaign Monitor.
      Expected delivery dates: second week of February and last week of April, July, and October, 2024
  • Deliverable 2: Technical review of technical products.
    • Activity 2.1: Provide timely and high quality copy-editing services to additional influenza and RSV information products for the Global Influenza Programme and the Pandemic Influenza Preparedness Framework.
    • Activity 2.2: Curate internal graphical and technical content library with high quality influenza-specific content from WHO HQ, Regional Offices, and Country Offices.
    • Activity 2.3: Develop technical content for inclusion on web pages for RSV under WHO “Health Topic”.
    • Activity 2.4: Draft PIP Advisory Group Annual Report based on inputs from Advisory Group members and WHO Staff.
    • Activity 2.5: Develop content for advocacy materials to accompany information products related to surveillance, risk assessment, and influenza vaccine formulations.
      Expected delivery date: 15 December 2024
  • Deliverable 3: Updated influenza and pandemic preparedness outward-facing content.
    • Activity 3.1: Undertake language review for all influenza-related web postings.
    • Activity 3.2: Provide backup support to GIP for WHO web posting.
    • Activity 3.3: Provide backup support for the uploading of PIP-related content to the WHO website.
      Expected delivery date: 15 December 2024

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

  • Advanced university degree in public health, social sciences, or other related areas.

Experience:

Essential:

  • Over 10 years of relevant experience in public health writing/editing.
  • Demonstrated experience in influenza technical product development.

Desirable:

  • Experience working with WHO or other UN organizations.
  • Experience in pandemic preparedness and response or influenza preparedness and response.
  • Experience working with content management systems, including Sitefinity and Campaign Monitor.

Skills:

  • Demonstrated capacity in drafting, producing, and disseminating internal and external influenza technical materials.
  • Strong writing and copyediting skills.
  • Good analytical skills.
  • Ability to work as part of a team.
  • Good organizational skills.

Languages required:

Essential:

Expert knowledge of English.

Location

Off site: Home-based.

Travel

The consultant is not expected to travel.

Remuneration and budget (travel costs are excluded):

Remuneration:

Band level C – USD 10,000 – 12,500 per month.

Living expenses (A living expense is payable to on-site consultants who are internationally recruited):

Expected duration of contract:

11 months – part-time at 40%.  Remuneration will be pro-rated accordingly.
