About the Company:
In mid 2021, ACF decided to open a full structured mission in Mozambique and start its activities following the findings of an initial scoping mission in October/November 2020 and a rapid informal information gathering in May 2021 for nutrition. This strategy is based on these results, plus the information gathered through ACF field presence and cluster’s participation since early 2021.
Humanitarian needs among conflict-affected populations in Cabo Delgado are wide-ranging and span all of ACF’s core sectors of expertise, including Food Security & Livelihoods, Nutrition & Health and WASH, which have been prioritized as part of our emergency strategy in partnership with local and international NGOs already present in Cabo Delgado to support the emergency response in the area. In light of the rapidly changing context, the humanitarian needs and ACF’s expertise, the geographic area of intervention will focus on H2R (Hard to Reach) areas comprising Mueda and Macomia, with complementarity in districts with higher needs and population movements.
The Mozambican mission is having 140 staff which includes both national and international staff spread across various locations. Some funding grants are managed through consortium of international NGOs (SIDA, CDCS and ECHO). ACF is exploring new areas of intervention to best address the needs of the population.
We are looking for a Deputy Field Coordinator based in Pemba with field trips in Cabo Delgabo sub-bases.
Under the supervision of the Field Coordinator, your role will be to lead the successful implementation of ACF programs in Cabo Delgado base and sub-bases, in accordance with contractual requirements and expected technical and programmatic quality standards, the overall management of Program Team and provide support to the Field Coordinator.
More specifically, your tasks will be to :
You hold a Master’s degree in development or humanitarian aid, international relations or any relevant field.
You have at least 2 years of field experience in humanitarian project management (as Program Manager or Coordinator).
You have experience in team management.
You have already worked in complex humanitarian settings.
You have strong experience and knowledge of project cycle management.
You know well all or part of ACF sectors of intervention: Nutrition and Health, WASH, FSL, Emergency response, MHCP-GP, with a good understanding of support functions (security, logistics, finance and HR).
You also know core donor requirements.
You have excellent personal and communication skills.
You speak and write English fluently.
You are able to speak and understand Portuguese or are fluent in Spanish, French or Italian. If Portuguese is not a language yet mastered, you are willing to learn during the mission.

Pemba is a port city in Mozambique. It is the capital of the province of Cabo Delgado and lies on a peninsula in Pemba Bay. The town was founded by the Niassa Company in 1904 as Porto Amélia, after the Queen of Portugal, at the peninsula’s northwestern tip and has grown around a port. The city is renowned for its Portuguese colonial architecture. It was renamed Pemba at the end of Portuguese rule, in 1975. The city’s inhabitants are primarily Swahili, Makondes, Macuas and Mwanis. Local languages that are spoken are Kimwani and Macua, although Portuguese is widespread. The guest houses are in Abubakar compound, on a side street next to Wimbi beach. Each house has a kitchenette, living room, and two bedrooms each one has its own bathroom. All the houses are equipped with an air conditioner. A generator and water pump ensure water or electricity shortages/breakdown.
