Responsibilities:
Basic Requirements:
Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.
OR
Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.
Specialized Experience:
GS-13: In addition to the Education requirement, you MUST have one year of specialized experience that is equivalent in difficulty and responsibility to the GS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include; a) Experience working with large datasets and developing algorithms and/or tools to support ELT (Extract/Load/Transform) processes to generate and articulate findings; b) Experience in statistical analysis and programming, and data visualization to make informed projections, data-driven decisions, and recommendations; AND c) Experience in providing data analytics and strategic information technical assistance for program performance monitoring and accountability to improve HIV programs.

Examples of qualifying specialized experience at the next lower level for this position include; a) Experience using analytics modeling and data science approaches for the assessment and improvement of global health and HIV program effectiveness and to accelerate HIV epidemic control; b) Experience working with large datasets and developing algorithms and/or tools to support ELT (Extract/Load/Transform) processes as well as automate analytics processes to generate and articulate findings; c) Experience in statistical analysis and programming, modeling, machine learning, and data visualization to make informed projections, data-driven decisions, and recommendations; AND d) Experience in providing data analytics and strategic information technical assistance for program performance monitoring and accountability to improve HIV programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.
CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position.
