Responsibilities: 

Leads, manages and oversees the development, maintenance and implementation of a regulatory framework encompassing the various aspects of organizational design, classification and compensation. Leads the development, implementation and/or adaptation of related policies and reform efforts for both international and area staff, as applicable. Leads the Compensation Section major activities, including salary surveys for Area staff salaries, allowances and terms and conditions of employment and formulates recommendations within applicable pay policy; oversees the design and maintenance of the Agency salary scales and overall compensation package for Area staff; advises the Director of Human Resources (DHR) and senior management on pay policy issues, specifically in respect of the competitiveness of Agency pay policy and salaries in order to recruit and retain qualified staff. Leads the Organisational Design major activities, including Agency-wide, departmental and inter-departmental structural reviews and reforms, work methods and staffing and implementation of agreed recommendations; leads the development and implementation of strategic workforce planning, monitoring and reporting to ensure key staffing needs are identified and realised as per organisation business strategy; manages the Agency job classification system for International and Area staff and substantively oversees the implementation and maintenance accordingly. Leads, develops and coordinates the implementation and evaluation of Agency-wide policies, strategies and practices related to staff relations; determines their impact and advises the senior management accordingly; identifies trends and issues across UNRWA’s area of operation and develops strategies/proposals to address such trends. Provides substantive input and assists the DHR, senior management in HQ and Field Offices, and the Executive Office in the preparation of policy papers, position papers and briefing notes and provides expert advice to Agency leadership on staff relations, organizational design, workforce planning, job classification, compensation and HR Information Technology systems and solutions. As assigned by DHR, participates in inter-departmental meetings and represents HRD in inter-agency fora; participates in/leads meetings and holds consultations and negotiations with different stakeholders, including International Staff Association, Area Staff Unions, inter-government representatives or inter-agency officials/missions, as required. Leads, facilitates and/or coordinates the development and implementation of HR Dashboards and other HR systems across the Agency, including the Field Offices.

Education

Advanced university degree from an accredited educational institution in human resources management, public or business administration, industrial engineering, industrial relations, or a related field such as social or behavioral science, political science.

Work Experience

A minimum of 10 years of progressively responsible and relevant experience is required. A minimum of five years in the UN system, or in international or governmental institutions at a senior supervisory level is required. Experience in classification and organizational design, and compensation. Experience in negotiating with unions/staff associations or other stakeholders is required. Unless already serving as an international staff member in the UN Common System, at least two continuous years of relevant international experience outside UNRWA, and outside the country(s) of citizenship is required Advanced university degree from an accredited educational institution in human resources management, public or business administration, industrial engineering, industrial relations, or a related field such as social or behavioral science, political science is required.
