Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA’s nuclear safety and security programme, which encompasses the Agency’s activities to protect people and the environment from radiation exposure and responds to the needs of its Member States related to nuclear safety and nuclear security.

The Division of Nuclear Security (NSNS) is responsible, upon request, for establishing, coordinating and implementing the IAEA’s nuclear security programme to protect against, detect and respond to nuclear security events and threats thereof. NSNS comprises four Sections:

•Information Management Section
•Nuclear Security of Materials Outside of Regulatory Control Section
•Nuclear Security of Materials and Facilities Section
•Programme Development and International Cooperation Section

The Nuclear Security of Materials and Facilities Section (MAFA) is responsible, upon request, to assist States for activities related to implementation of the CPPNM and its Amendment and the Code of Conduct on Safety and Security of Radioactive Sources, establishing and sustaining nuclear security systems and measures for nuclear material, other radioactive material, associated facilities and associated activities being under regulatory control. These activities include developing nuclear security guidance consistent with relevant binding and non-binding international instruments, as well as assisting Member States in implementing their effective nuclear security legislative and regulatory frameworks. The Section performs assessment and provides advice through the International Physical Protection Advisory Service and expert missions, assists human resource development, including education and training through international, regional and national training courses and workshops, develops methodologies and promotes dialogue and cooperation through consultancy meetings, Coordinated Research Projects and technical meetings, and assists security upgrades.

The Radioactive Material Security Unit is responsible for performing activities related to nuclear security of radioactive material in use and storage, associated facilities and activities, including secure lifecycle management of disused sealed radioactive sources, and the technical implementation of the Code of Conduct on Safety and Security of Radioactive Sources and its supplementary guidance documents.

Main Purpose

Under the supervision and the guidance of the RMS Unit Head, and in close coordination with colleagues from the RMS Unit and other IAEA organizational units, the Nuclear Security Officer (RMS Guidance and Interfaces [GI]) will lead IAEA activities aimed at supporting States in implementing the provisions of the Code of Conduct for the Safety and Security of Radioactive Sources (the Code of Conduct) and its Supplementary Guidance, with emphasis on nuclear security provisions and safety and security interfaces. In addition, the Nuclear Security Officer (RMSGI) will coordinate and oversee the development and consolidation of, or develop, guidance publications within the IAEA Nuclear Security Series and complementary IAEA documents (including standardized training material) in the area of Security of Radioactive Material in use and storage.

Role

The Nuclear Security Officer (RMSGI) is: (1) a recognized expert in all aspects related to the implementation of security and safety provisions of the Code of Conduct and its Supplementary Guidance; (2) a Scientific Secretary to international technical and open-ended meetings related to Code of Conduct, organizing and overseeing their conduct as well as the preparation of related documents; (3) a substantive contributor, coordinating and overseeing technically the development and consolidation, and developing the technical content, of guidance publications within the IAEA Nuclear Security Series, as well as complementary IAEA documents, in the area of radioactive material security; and (4) a liaison between relevant internal (e.g., IAEA Technical Officers and Project Managers) and external (e.g., senior representatives of States’ regulatory bodies and other competent authorities) stakeholders.

Functions / Key Results Expected

Provide authoritative advice to, and increase awareness of State representatives on how the Code of Conduct and its Supplementary Guidance can support States to achieve and maintain a high level of safety and security of radioactive sources throughout their life cycle;
Organize and oversee, in collaboration with NSRW, the implementation of activities directly related to the Code of Conduct and its Supplementary Guidance, including by serving as Scientific Secretary for international meetings, with a focus on nuclear security aspects;
Develop appropriate inputs, coordinate and oversee technically the provision of harmonized, technical input by States and IAEA experts to the overall development and consolidation of guidance publications on the security of radioactive material in use and storage within the IAEA Nuclear Security Series, as well as complementary documents including standardized training material, and ensure the quality thereof;
Serve as lecturer/expert for selected training events, awareness raising workshops and expert missions related to his/ her portfolio, such as IAEA Workshops on the IAEA Regulatory Authority Information System (RAIS);
Contribute, as member of the RMS Unit, to the development of States Integrated Nuclear Security Sustainability Plans (INSSP) and Technical Cooperation projects, and to the implementation of relevant capacity building activities identified therein.

Qualifications, Experience and Language skills

Advanced degree in Science, Physics, Chemistry, Engineering or a field relevant to nuclear science, nuclear engineering, nuclear technology, nuclear/ radiation safety, nuclear security or non-proliferation

First level university degree in Science, Physics, Chemistry, Engineering, or releated field, with minimum of two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

At least seven years of relevant experience in implementing activities related to the security and/or safety of radioactive material, associated facilities and associated activities, of which at least five should be explicitly related to nuclear security.
Experience in working with national and international organizations or institutes, and the IAEA in particular, to deliver projects aimed at supporting States in implementing the provisions of the Code of Conduct and its supplementary guidance for radiation safety and nuclear security.
Proven, hands-on experience in the development of technical/ scientific publications and training material, preferably in the nuclear security field.
Experience in the authorization and inspection process for security of radioactive material and associated facilities and experience in the development of regulations related to security of radioactive material and associated facilities desirable.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, Farsi, French, Korean, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $77326 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 39668*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks’ annual leave, home leave travel, pension plan and health insurance.
