Function

In order to address these challenges, BWP aims at building the necessary capacity so that stakeholders are able to identify, prevent, and address relevant problems. In practical terms, this means that BWP operates on two levels: (1) Factory-level: build in-factory capacity to improve working conditions and establish management systems, and (2) institutional level: assist in building constituent capacity to achieve structural, sustainable change in labour administration, industrial relations and social dialogue systems.

Supervision and Guidance

The positions will work under the direct supervision of the Programme & Operations Officer of Better Work Pakistan. The Better Work Pakistan Programme Manager is the Responsible Chief, and the Country Director of CO-Islamabad, RO-Asia and the Pacific is the Higher-Level Chief.

Description of Duties

  • Line manage and supervise the work of the Enterprise Advisers, Training Officers, as well as administrative staff falling under his/her supervision;
  • Using Better Work’s Compliance Assessment Tool, independently conduct assessments of enterprises’ labour standards and management systems;
  • Provide high-quality, enterprise-level advisory services designed to improve enterprise performance;
  • Review the reports of other advisors as part of the Better Work quality assurance system;
  • Undertake supervisory duties and in-depth consultancy services on the basis of initial work done by NO-A Enterprise Advisers. Responsibilities will include coaching, facilitating management and worker management improvement committees, providing technical advice and conducting classroom-based training;
  • Supervise Enterprise Advisers NO-A officials to produce high-standard reports in English on (i) assessment findings, (ii) recommendations for improvement, (iii) enterprise improvement plans, (iv) progress reports, (v) reports to higher-level managers as a senior member of assessment teams;
  • Collaborate with technical specialists and consultants on various project activities;
  • Contribute creative ideas for programme development and serve as a senior national programme officer to the Programme Manager; draft portions of programme and budget proposals, objectives, programme reviews and evaluation. Monitor the progress of the programme by reviewing, verifying and analysing work plans, progress reports, final reports and other data relevant to Better Work Pakistan expansion and sustainability;
  • Plan, organize and facilitate consultative meetings, seminars and workshops with stakeholders, international and local buyer representatives, employer representatives, unions, donors and others;
  • Select, adapt and contextualize Better Work products for use at the individual enterprise level based on needs;
  • Provide technical advice and input into the development of Better Work research, products and strategies;
  • Provide leadership for the project’s monitoring and evaluation strategy, research agenda and knowledge management strategy;
  • Contribute to the financial sustainability strategy of the project, including encouraging the participation of enterprises and buyers in project activities, monitoring the situation of budget expenditures and revenues and making programmatic recommendations to Management for any revisions in strategy;
  • Manage all matters related to factory operations for Better Work in Punjab province under the supervision of the Better Work Pakistan operations manager in Karachi;
  • Other duties as required by the supervisor.

Education

University degree in human resource management, adult education, international development, law or other relevant fields, or equivalent in experience.

Experience

At least three years of professional experience in social dialogue, capacity building in the private sector in developing countries, corporate social responsibility (particularly in the field of labour standards compliance and remediation) or other relevant fields.

Languages

Excellent English and Urdu. Other native languages will be an added advantage.

Competencies

Good knowledge and experience of the design and application of monitoring and evaluation frameworks and modalities, as well as of application of monitoring and evaluation concepts and techniques;
Good knowledge of development and use of indicators;
Good knowledge and experience of results-based management and reporting for results;
Good knowledge of programme and budget, project formulation, implementation, monitoring, review and evaluation; Knowledge and Competencies (technical and behavioural)
Knowledge of resource mobilization.
Political awareness and understanding of socio-economic factors.
Knowledge of methods and techniques for designing and assessing quality and efficiency of process execution.
Good knowledge of PC software (including word processor, spreadsheet and presentation software) such as Microsoft Office.
