The UNDP office in Skopje currently employs a team of 71 and manages a portfolio of projects in environment and energy, democratic governance and inclusive prosperity worth USD 17.5 million (in 2021).

In 2022, selected from a global pool of submissions coming from over 100 countries, North Macedonia’s joint programme for establishing a Green Financing Facility (GFF) was among a total of ten programmes globally considered as the most impactful, with greatest co-financing leverage and investment-ready by the Joint SDG Fund.

This 4 years joint programme in which UNDP is a lead implementing agency is setting up a new financial vehicle, that provides access to affordable green financing for SMEs and for marketable but underserved individuals and households for investments in renewable energy (RE) and energy efficiency (EE) solutions.

The $7.9 million received from the Joint SDG Fund is helping the establishment of the programme worth a combined $46.5M, including the co-funding coming from the partners involved. To help the country in combating air pollution and climate change 3 UN agencies, UNDP, UNECE and IOM, the Government of North Macedonia, the European Bank for Reconstruction and Development and partner financial institutions are jointly implementing the GFF.

The Joint Programme and the financing vehicle that it has established is an innovative example of blended finance from public and private sources, for development, climate action and green transition of the country, with ambitious targets by program completion in April 2024.

The programme supports the achievement of Sustainable Development Goals (SDGs) related to affordable and clean energy (SDG 7) and climate action (SDG 13), as it aims to achieve 70,068 MWh of annual energy savings, avoid 80,510 tons of CO2-eq emissions, and add 10.7 MW in new renewable energy capacity. Through a multilateral partnership (SDG 17) of public and private sector entities, the Joint Programme also supports gender equality (SDG 5) and contributes to reduced inequalities (SDG 10) in the country.

The Project Monitoring Associate will work under direct supervision of the Project Manager, in close coordination and guidance of the UNDP  Programme Officer / Democratic Governance and Green Portfolio Lead and in cooperation with project partners, beneficiaries and contractors.

The incumbent will be based in UNDP North Macedonia office in Skopje.

Duties and Responsibilities

The incumbent’s duties are outlined below and will be fulfilled in line with prevailing UNDP rules and procedures as well as with due respect given to the UNDP internal control framework.

  • Implement and maintain a monitoring system and tools and ensure adequate data collection, validation and full functionality of the system and tools for the needs of UNDP and its partners in project / Joint Programme;
  • Lead monitoring and evaluation of project activities and delivery;
  • Provide support to project implementation;
  • Support gender mainstreaming, diversity and inclusion in through monitoring activities;
  • Support knowledge sharing within the project.

Implement and maintain an oversight and monitoring system and tools:

  • Test, adapt and implement a robust oversight and monitoring system that facilitates engagement of all partners with clear protocols of reporting in relation to frequency, content and specific target group considerations (gender, age, location, ethnicity, etc.);
  • Support data collection protocols and target group considerations for the project and for the partners including responsible parties and banks that will ensure monitoring of progress as per projects targets set and collections of evidence for the evaluation of results and impact;
  • Monitor the delivery of resources and ensure accuracy and quality of financial reporting with regard to the programme and management costs of UNDP and partners;
  • Monitor, ensure timely collection of data and ensure appropriate filing and availability of required documentation for UNDP, donor and audit purposes;
  • Provide substantive input to the development and implementation of project work plan, reports and monitoring plans in accordance with UNDP’s and donor’s requirements by feeding back the data and insights from project implementation and field monitoring.

Lead monitoring and evaluation of project activities and delivery:

  • Conduct regular monitoring visits, meetings and assurance of ongoing works with partners / responsible parties and project sites, and facilitate project activities;
  • Collect and analyze relevant data, record lessons learned, and report on quality and consistency of activity implementation, resource delivery and use of project assets by the responsible parties, implementing partners and stakeholders as relevant;
  • Provide inputs to regular project progress monitoring and reporting, including to regular periodic and annual reports of UNDP Country Office;
  • Monitor relevant risks and inform the Project Manager accordingly if there is an escalation of a risk and/or the risk does not exist anymore;
  • Based on the data collected prepare briefs for the Project Manager, and other UNDP colleagues to use in presentations, and meetings with stakeholders.

Provide support to project implementation and communication activities:

  • Keep records of equipment and ensure effective organization of the technical documentation (e.g., studies, designs, reports, commissioning reports and other).
  • Facilitate and moderate trainings, workshops, forums and other forms of partner and stakeholder engagement;
  • Contribute to effective implementation of the project communication plan, ensure that monitoring system and data collection is utilized in communication activities and provide critical support to the communication officer in the design and promotion of the project;
  • Perform any other duties related to the project as required.

Support gender mainstreaming, diversity and inclusion through monitoring activities:

  • Ensure M&E plans highlight gender/disability/youth-related elements (sex-disaggregated data, gender/disability/youth – specific indicators and their impact evaluations, inclusion of gender/disability/youth modules in M&E training);
  • Assist with the overall monitoring and evaluation of the project/programme and ensure that all data gathered during project implementation is disaggregated by gender/disability/youth, age, ethnic affiliation and other.

Support knowledge sharing within the project

  • Participate in trainings and share knowledge from the project;
  • Keep track of the changes in the monitoring domain and adjust monitoring plan and activities accordingly, including but not limited to communications;
  • Perform any other relevant duties related to the project as required.

Institutional Arrangement

The Project Monitoring Associate will report to the Project Manager (NPSA 8). The Project Monitoring Associate will be located in the UNDP North Macedonia Country Office in Skopje but will travel in the country as needed for project implementation.

Required Skills and Experience
Education:
  • Secondary education is required.
  • Bachelor’s degree in Political Sciences, Social Sciences, Economics, Finance, Business or Public Administration, or related field from an accredited university will be given due consideration but is not a requirement.
Experience:
  • Minimum of 7 years (with Secondary education) or 4 years (with Bachelor’s degree) of relevant work experience in design, implementation, monitoring and evaluation of development projects or related fields is required.

Required skills:

  • Experience with design and use of monitoring and evaluation tools and practices.
  • Excellent computer literacy (MS Office; Windows, Internet).
  • Excellent communication, writing and analytical skills.

Desired skills:

  • Experience in working with financial institutions and international development organizations will be an asset.
  • Experience in working with national and local institutions in the country and the region will be an asset.
  • Driving license B-category will be an asset.

Languages:

  • Fluency in English and Macedonian is required.
  • Knowledge of local languages will be an asset.
