Plan International Liberia has been awarded GC7 TB/HIV/RSSH grant & C19RM grant from the Global Fund to Fight AIDS, Tuberculosis and Malaria. Plan International Liberia has been selected as PR to implement the grant from January 1, 2024 to December 31, 2026, in coordination with multiple partners including Ministry of Health’s NACP (National AIDS and STIs Control Program) and NLTCP (National Leprosy and TB Control Program), other donor stakeholders like PEPFAR, USAID and CDC, implementing organizations, civil society organizations and UN agencies. As Principal Recipient, Plan International Liberia will be coordinating a total of 5 sub recipients, 10 sub-sub recipients and 2 service providers throughout the 3 years with national scope of intervention.

The DCOP – TB/HIV/ RSSH reports to the Chief of Party (COP) and will be responsible for overseeing the implementation and management of HIV prevention, HIV care and treatment, TB Case finding, TB prevention, DS-TB and DR-TB management, Disease surveillance programs and supportive programs including supply chain management, community strengthening, resilience, sustainability and strategic information, Gender Equity and Inclusion (GEI) programs in Liberia. The DCOP – TB/ HIV/ RSSH will work closely with the Chief of Party (COP), the Ministry of Health (MOH), grant consortium (including sub-recipients, SRs), Global Fund experts and other key stakeholders to ensure the quality and effectiveness of the programs. The DCOP will also supervise and mentor technical and programmatic staff within the grant. A thorough knowledge of current World Health Organization recommended clinical protocols for essential HIV, TB, PMTCT, KP Programming, Adolescent Health, AGYW Programming and Maternal Neonatal Child Health services is required.

ROLE PURPOSE

Under the leadership of the Chief of Party, the DCOP – TB/ HIV/ RSSH will provide strategic leadership in program implementation, ensuring that the project objectives, indicators, and targets are met, and implementation is aligned with the grant goals and the objectives of the national strategic plans. This includes, but not limited to the following functions:

  • Provide technical and managerial leadership for the grant team in the design, implementation, monitoring, evaluation, and reporting of HIV and TB programs, in alignment with the donor’s requirements and the country’s national strategic plans.
  • Collaborate with the Deputy Chief of Party-Finance to ensure efficient utilization of resources (human, financial and material/ assets), and alignment of implementation strategies with sound financial performance principles over the life of the project, while in compliance with the Global Fund regulations, procedures, and terms of the grant.
  • Collaborate with the Deputy Chief of Party – PSM to efficiently manage and eliminate stockout of HIV and TB commodities, ensuring timely submission of data on commodity consumption and site level requisitions, actively participating in national and county level forecasting exercises and providing Last Mile oversight for the distribution and quality assurance of essential drugs, diagnostics, and equipment.

Ensure individual and team compliance with the donor’s rules and regulations, as well as all Plan International’s policies and procedures, including those related to child safeguarding, PSEA and GE&I.

Technical expertise, skills and knowledge

Qualifications and Experience

  • Medical Degree and master’s degree in public health, international health, health sciences, health management.
  • Demonstrated technical expertise in HIV and TB prevention, care, treatment, and support services, with experience in at least 2 of the following areas: community systems strengthening, resilience, sustainability, strategic information, and GEI.
  • At least 8 years progressively responsible experience in HIV, TB and RSSH project/program development and implementation, management, and strategic planning, monitoring and evaluation, and management of complex health programs at a senior management level.
  • Prior work with international, bilateral, or local private voluntary, non-governmental and/or donor organizations within public health programs in Sub-Saharan Africa will be given preference.
  • Work experience within Global Fund and/or PEPFAR funded HIV, TB, Disease Surveillance and RSSH programs is preferred.
  • Knowledge of key Global Fund processes and procedures, Plan policies, procedures and regulations,
  • Knowledge of country context and relationships including demonstrable relationships in the MOH with front-line managers, central and local governments, and community networks and civil society preferred.
  • Proven experience in building and maintaining institutional partnerships with a broad stakeholder base is required.
