Viet Nam faces significant impacts from the effects of global climate change, and its coastal zone and low-lying river deltas are at heightened risk. From 2000-2019, Viet Nam was the country that was thirteenth most impacted globally by climate-related loss events, according to the Global Climate Risk Index of 2021. Indeed, the areas along Viet Nam’s 3,260-kilometre-long coastline experience saline intrusion, droughts, coastal degradation and erosion, storm surges, typhoons and floods. Contingent upon Viet Nam’s emissions pathway, it is estimated that between six and twelve million people will be affected by coastal flooding by 2070-2100 without effective adaptation action.

At the same time, Viet Nam holds the sixteenth position among the world’s most biodiverse nations and is recognized as one of the top ten hubs of biodiversity globally. Noteworthy is its distinction as having the highest marine biodiversity on Earth, boasting over 11,000 marine species. Although biodiversity brings direct benefits to the people and the environment, as well as contributes to the country’s economic development, Viet Nam’s biodiversity is rapidly declining; ecological systems face overexploitation, and the rate of species extinction is on the rise. This situation is exacerbated by factors such as population growth, illegal logging, increased pollution, and the expansion and intensification of agriculture.

Climate Change, Energy and Environment Unit of UNDP in Viet Nam
The United Nations Development Programme (UNDP) has been providing support to the Government of Viet Nam to achieve the nation’s development objectives for more than 45 years. UNDP’s work is guided by the Country Programme Document (CPD) (2022-2026), which is derived from and contributes to the Sustainable Development Goals (SDGs) and the United Nations Sustainable Development Cooperation Framework (UNSDCF). It is directly aligned with Viet Nam’s national plans, as well as UNDP’s Strategic Plan (2022-2025).

UNDP Viet Nam is supporting the Government to accelerate the achievement of the SDGs, guided by the three Outcomes of the CPD, namely: (i) shared prosperity through sustainable economic transformation; (ii) climate change, disaster resilience and environmental sustainability; and (iii) governance and access to justice.

The Climate Change, Energy and Environment Unit of UNDP Viet Nam’s work is spread across six overall portfolios that support the second Outcome. The portfolios are centred around climate and disaster resilience; green and low-carbon development; circular economy, waste and plastics; natural resources and biodiversity; climate-health nexus; and Global Environment Facility (GEF) Small Grants Programme.
Under its portfolio on climate and disaster resilience, the Climate Change, Energy and Environment Unit of

UNDP Viet Nam is working with national and sub-national governments, development partners and local communities to design and implement several programmes, projects and initiatives that promote Viet Nam’s climate resilience and blue economic development, and by extension, the realization of the SDGs.

UNDP Viet Nam is mobilizing a Climate and Disaster Resilience Analyst to support the Climate Change and Environment Unit’s portfolio and projects on Climate and Disaster Resilience. The Climate and Disaster Resilience Analyst will primarily contribute to the implementation of the Viet Nam Climate-Smart Coastal Communities (VNCSCC) project supported by Global Affairs Canada (GAC) out of the Government of Canada’s climate finance commitment (hereinafter referred to as “the project”).

The project will result in improved resilience to climate change of vulnerable coastal communities, particularly women, and enriched marine and coastal biodiversity in Viet Nam. It will be jointly implemented with the Ministry of Agriculture and Rural Development (MARD) and the three provinces of Binh Dinh, Soc Trang and Thua Thien Hue between 2024 and 2030.

In addition, the Climate and Disaster Resilience Analyst will be expected to contribute to other ongoing UNDP initiatives within the Climate Change and Environment Unit, including, inter alia, formulation of new project ideas, concept notes, and project proposals for resource mobilization purposes; communications and advocacy work; and reporting. The Climate and Disaster Resilience Analyst may also engage to a certain extent in relevant research work.

Duties and Responsibilities

The Climate and Disaster Resilience Analyst will report to the Programme Management Specialist on Climate Change of the Climate Change, Energy and Environment Unit.

For some activities, as appropriate, the Climate and Disaster Resilience Analyst will report directly to the Assistant Resident Representative / Head of the Climate Change and Environment Unit.

Programme and project implementation

Support the Programme Management Specialist with the overall delivery of the VNCSCC project, including planning, priority setting, and progress monitoring, and the implementation of all activities and initiatives, in line with UNDP’s Programme and Operations Policies and Procedures (POPP) and Gender Equality Strategy (2022-2025), in addition to GAC’s Results-Based Management (RBM) Approach and Feminist International Assistance Policy (FIAP), including Gender-based Analysis Plus (GBA+).
Prepare regular aggregate reports on project activities, outputs and outcomes, including technical progress reports, as well as inception and annual reports, both for the UNDP Office and GAC, as required. These reports must comply with UNDP POPP and GAC RBM reporting requirements, while also reflecting the project’s dedication to gender equality and women’s empowerment (UNDP GEN 3 and GAC GE2 ), and progress in terms of GAC’s project coding, policy markers and key performance indicators.
Ensure quality documentation of projects’ lessons learned and best practices, as well as quality publication of technical reports, policy briefs and results.
Develop, elaborate and review Terms of References (ToRs) for project activities, monitor the implementation of contracts, support the formulation of work plans, and review the deliverables of national and international consultants and contractors, offering feedback and comments.
Support the planning, preparation and organization of key project events, such as Project Board/Steering Committee meetings, consultation meetings and technical workshops, and prepare proceedings, summaries and reports of such events.
As necessary, participate in field trips to monitor project progress, and prepare summaries of the field trips with key messages and lessons learned.
Undertake comprehensive review of project reports and deliverables and provide peer reviewing services.

Development of new initiatives and projects

Keep abreast of global and national development contexts to identify opportunities for project formulation for UNDP interventions.
Prepare idea notes, concept notes, project proposals and project documents on relevant thematic areas, and provide inputs to the development of such documents and relevant annexes, as needed.
Prepare Pre-Investment Screening Committee (PISC) and Local Project Appraisal Committee (LPAC) documents for new projects under the portfolio, as requested.

Support advocacy, communications, reporting and research

Develop communications and advocacy materials on relevant thematic areas including, inter alia, human interest stories, speeches, talking points, opinion editorials, press releases, blog posts and presentations on relevant thematic areas, as required.
Support partnership development by engaging in dialogues, building networks, and establishing and maintaining regular contacts with national partners, multilateral and bilateral donor agencies and non-governmental organizations (NGOs).
Coordinate and take the lead on the Climate Change, Energy and Environment Unit’s Results-Oriented Annual Reporting, including preparation of the narrative report, development of success stories and indicator reporting, in collaboration with Project Analysts.
Support regular reporting related to the Integrated Work Plan (IWP), Country Office Business Plan (COBP), and Results Group 2 (RG2) on Climate Change.
Coordinate or take the lead in specific thematic research, as required and agreed.
Support other relevant tasks assigned by the Head of the Climate Change and Environment Unit, as requested.

The incumbent will be expected to perform other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience

Education:

Advanced university degree (master’s degree or equivalent) in environmental science, climate change, international development or a related field is required, or
A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

Up to two years (with master’s degree) or minimum 2 years (with bachelor’s degree) of work experience in an international organization and multi-cultural environment, in particular with agencies implementing projects and programmes on climate change, resilience building, or other relevant thematic areas.
At least two years of experience in the current climate change and disaster resilience context in Viet Nam is an asset.
Working knowledge of the current climate change and disaster resilience context in Viet Nam.
Demonstrable experience in providing support for project development, planning, implementation and reporting, with knowledge of relevant UNDP policies and guidelines.
Demonstrable experience in developing communications materials for UN agencies on topics related to disasters, climate change, and the environment.
Strong analytical and technical skills, with proven experience in conducting research, contributing to policy advocacy and developing communications products on the topics of climate change and the environment.
Excellent editing skills and ability to write clearly and concisely.
Prior experience with UNDP is an asset.
Knowledge of UNDP programming in Viet Nam and experience working with national and local government partners, NGOs, and development partners is an asset.
Prior experience working on gender equality and women’s empowerment in the context of climate change is an asset.
Experience in climate data analysis and modelling is an asset
