Eastern and Southern Africa

Home to about half a billion of Africa’s people, Eastern and Southern Africa is a geographically, culturally and economically diverse region of 26 countries stretching from the Red Sea in the North to the Cape of Good Hope in the South. Children under 18 make up almost half of the total population. The subregion boasts of some of the world’s richest human and natural resources and, apart from South Africa, the countries are predominantly raw material exporters.

The subregion harbors some of Africa’s protracted conflicts, rendering many of its countries fragile, while significant gaps in education, health, and skills development continues to keep people from reaching their full potential. This creates a huge development challenge, impacts heavily on the lives and livelihoods of people, and hinders regional integration and trade. But it also creates an opportunity to work closely with country leaders, civil society, development partners, and young people to chart a brighter course for the future.

Southern Africa Energy Unit (IAEE3)

The Energy & Extractives (EEX) Global Practice (GP) of the World Bank Group is made up of about 300 professionals, a lending program in the order of US$5-7 billion a year, an active portfolio of some US$40 billion, and a rich program of Advisory and Analytical Work. The EEX GP focuses on: providing affordable, reliable and sustainable energy to meet the needs of fast growing economies and to ensure universal access to modern energy services for people in client countries; and, strengthening policy and institutional frameworks to promote transparent and equitable growth of the extractives sectors for public benefit. There is a strong emphasis on private sector resource mobilization and catalyzing financing from commercial and other sources of development and climate finance.

The Bank is engaged in all aspects of the electricity sector – generation, transmission, distribution, rural electrification and off-grid– through development policy financing, program for results, investment financing support, technical assistance and guarantee operations; assisting the government with policy reforms to attract investments in generation and renewable energy along with the promotion of the regional energy trade in the Central, Eastern, Southern and Western Africa power pools, modernizing the electricity network for the needs of a modern economy and increasing energy access are among the key areas of the Bank’s deepening engagement in the sector.

The Africa energy sector grouping consists of four units across two regions of (a) Eastern and Southern Africa and (b) West and Central Africa. The position for a Junior Professional Associate is based in Dar es Salaam, Tanzania, supporting the Southern Africa energy unit (IAEE3).

Duties and Responsibilities

The Southern Africa energy unit (IAEE3) seeks a Junior Professional Associate who will support the Tanzania Energy Team with day-to-day tasks required for the effective supervision and management of the US$1.6 billion portfolio of projects on both mainland and in Zanzibar. The energy projects cover the entire value chain from renewable electricity generation and storage, transmission, regional interconnection, to distribution, last-mile electrification and clean cooking. In addition, the task team is supporting the implementation of technical assistance activities aimed at strengthening the operational and financial sustainability of the power sector, increasing energy access, and enhancing the functioning of the power market structure and sector institutions.

Specific duties and responsibilities shall include:

• Data collection and analysis.
• Reviewing reports, sector documents, relevant research and studies, and project documents.
• Preparation of meeting minutes, energy briefs, presentations, reports, terms of reference, proposals, and project documents as requested by the Task Team Leader (TTL).
• Supporting the task team perform duties of co-chair of the Energy Development Partners Group (EDPG) and lead of Zanzibar sub-group, including organization of meetings, preparation of meeting minutes, and planning and execution of energy sector stakeholder roundtables, among others.
• Supporting the task team to ensure timely preparation of pipeline operations and supervision of active project activities by: i) participating in project progress review meetings and technical discussions with counterparts to closely monitor implementation of project activities and to report on the delays and challenges for task team’s attention; and ii) as requested by TTL, participating in missions, preparing meeting minutes, and contributing to aide memoires, management letters, and any other necessary project reports.
• Carrying out any other work as assigned by the TTL and team members to support successful implementation of project activities and management of the energy portfolio in Tanzania.

Selection Criteria

 

i) Master’s degree in Engineering, Economics, Business Administration, or energy studies.
ii) At least 5 years’ experience working in the energy sector. Experience in developing countries or for development organizations like the World Bank is an added advantage.
iii) Demonstrable knowledge of key issues in the energy sectors in developing countries.
iv) Sound quantitative skills to perform technical analysis.
v) Excellent interpersonal skills and ability to build positive relationships with clients, colleagues within and across units, and other stakeholders.
vi) Ability to work in a multi-cultural environment, adhere to deadlines and work with minimum supervision.
vii) Excellent oral and written communication skills in English with ability to prepare articles and reports ready for publication.
