JOB SUMMARY

The position is located in the United Nations Resident Coordination Office (RCO) in DRC and reports to the RCO Team Leader and work under the leadership of the chair and co-chair of the “GCP”.

RESPONSIBILITIES

Within delegated authority, the Associate Coordination Officer will be responsible of the following duties: Summary of Functions: 1. Assists in providing substantive support for strategic planning for and coordination of activities of the Leadership of the Groupe de Coordination des Partenaires (GCP, composed of technical and financial partners) as well as inter-donor groups (Groupes inter-bailleurs (GIB)) 2. Provides substantive support on the development of strategic documents for the GCP 3. Ensure capacity development in defining cooperation policies, initiatives, and facilitates internal communication with the Congolese government. 4. Coordinate interne communications within members of the GCP and UN entities Description of Functions: 1. ASSISTS IN PROVIDING SUBSTANTIVE SUPPORT FOR STRATEGIC PLANNING FOR AND COORDINATION: • Provides substantive support, as assigned, and implementation of the Efficient Agenda in the DRC; • Monitors and assesses the GCP results and annual work plan at regular intervals to harness new emerging opportunities, to identify probable changes to the internal direction and external environment, and to make mid-term adjustments; • Provides substantive support to the Leadership of the GCP in identifying risks and opportunities related to specific coordination issues and suggests mitigation measures as relevant; • Provides substantive support to the Leadership of the GCP and its members to develop and implement locally tailored partnerships models and solutions; • Assumes secretariat of the GCP and assists in liaison and coordination with UN entities at country, regional and HQ levels with development partners in the DRC 2. PROVIDES SUBSTANTIVE SUPPORT ON INTERNAL AND EXTERNAL COMMUNICATION : • Monitors and analyzes existing resource, partnerships and relationships aimed at improving the development aid environment in DRC; • Contributes to the design, formulation, implementation, monitoring and reporting of the GCP activities and actions; • Assists in the production and distribution of marketing materials to raise awareness about opportunities for working with the GCP; • Contributes to building the GCP brand via events, media, and public relations opportunities, in close collaboration with the UN Communications Group. 3. ENSURE CAPACITY DEVELOPMENT IN DEFINING COOPERATION POLICIES, INITIATIVES, AND FACILITATES INTERNAL COMMUNICATION, AS DIRECTED: • Analyzes trends and provides substantive support on new and innovative aid coordination mechanisms; • Provides inputs for briefing papers and discussion points on issues related to aid coordination for consideration by GCP President, co-President and members; • Assists in engaging with Congolese government stakeholders on aid coordination and SDG acceleration; • Contributes to dialogues with Ministries and stakeholders to improve development assistance policies and practice; 4. SUPPORTS KNOWLEDGE MANAGEMENT: • Assists in the development, maintenance and sharing of knowledge and intelligence, to inform and position the leadership of the GCP to effectively generate and make decision to meet its targets; • Contributes to knowledge networks and communities of practice at national level; • Provides substantive support for the discovery, evaluation and selection of partnership opportunities with the Congolese government. • Contributes to the collection and analysis of data and identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting. • Documents requirements and background information used for data analysis. • Performs other duties as assigned.

REQUIREMENTS

Education

Advanced university degree (Master’s degree or equivalent degree) in business or public administration, sustainable development, social sciences, education or related area is required. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

Work Experience
A minimum of two years of progressively responsible experience in providing strategic support to partnerships, project/programme management, resource mobilization or development finance in the context of development cooperation or related area is required. Work experience in the UN system or similar organization is desirable. One(1) year or more of experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in French is required. Knowledge of English is desirable. Knowledge of another official United Nations language is an advantage. NOTE: “Fluency equals a rating of “fluent” in all four areas (read, write, speak, understand) and “Knowledge of’ equals a rating of “confident” in two of the four areas.
