Organizational Setting and Reporting Relationship
The position of Senior Operations Officer is assigned to the Thailand Resident Mission within the Southeast Asia Department. You will be based at our Resident Mission Office in Bangkok.

You will report to the Country Director and will oversee junior National Staff and Administrative Staff.

Your Role
As a Senior Operations Officer, you will contribute to the development of high-quality country strategies, country programs and delivery of well-designed projects and TAs with high degree of readiness. You will work independently to assess key operational parameters and performance data, conduct analysis, reviews, and provide technical support in key areas of the TRM operations.

You will:

  • Work closely with Country Operations Head on country portfolio management and programming in close coordination with relevant ADB departments/offices. Actively participate in the Country Programming Mission; provide substantial support to, and as assigned, participate in the fact-finding and appraisal missions of projects and provide written inputs; provide sector information as required; follow up issues for fact-finding, appraisal, negotiation, and Board presentation; provide support for carrying out policy dialogue with the government on policy matters and institutional issues; and provide comments on Report and Recommendation of the President (RRP) for the projects in the assigned sectors.
  • Participate in Country Portfolio Review Mission and monitor the performance of projects in the assigned sectors; prepare related pre- and post-mission documentation; and undertake assigned special portfolio management activities.
  • Lead the processing of assigned technical assistance (TA) projects, including writing the TA paper; lead the implementation of assigned TAs; and provide comments on TA papers in the assigned sectors.
  • Contribute to policy dialogue with government officials regarding project and TA processing and administration; actively disseminate information on ADB activities to development stakeholders and the public; and talk with local media in assigned sectors.
  • Guide junior officers and project analysts to facilitate work planning, work execution, and quality control; and perform other tasks as assigned and reflected in the incumbent’s workplan.

Qualifications

You will need:

  • Master’s degree, or equivalent, in a relevant field; or Bachelor’s degree with at least 5 years of experience working on specific infrastructure sector/s (transport, green finance, energy, urban, water, healthcare) can be considered.
  • At least 12 years of relevant professional experience in project management and implementation, multiple sector work, and administrative systems and procedures, and at least 7 years of supervisory experience.
  • Sound experience with and knowledge of Thailand’s government administrative systems and procedures (priority being finance related ministries/agencies).
  • Experience working with development finance institutions desirable
  • Proven application of expertise and experience within a specific area (economic, sector, or thematic), or breadth across multiple areas with in-depth knowledge within one area.
  • Experience and knowledge of various stages of the ADB (or similar development finance institution) project cycle is desirable.
  • Familiarity with accepted best practices of procurement and disbursement processes.
  • Strong professional report-writing and communication skills in English and local language
  • Able to mentor junior National Staff (NS) and Administrative Staff (AS) to facilitate work planning, delivery, and quality review.
  • Able to liaise and work effectively with government officials within their work location.
  • Able to work collaboratively with teams as a constructive team member.
