JOB SUMMARY

This position is within the Bureau for Conflict Prevention and Stabilization, Center for Conflict and Violence Prevention (CPS/CVP) at the U.S. Agency for International Development (USAID). CPS is USAID’s technical and analytical lead on peacebuilding, conflict and violence prevention and implementation of political transition and stabilization programs in high priority countries and informs related U.S. Government policy.

Duties

  • Supervising approximately six employees: direct hires, consultants, fellows, and contractors. Performing coaching, leadership, administrative and human resource management functions for direct reports. Serving as Acting Division Chief.
  • Aligning personnel and financial resources as efficiently as possible to support the objectives of USAID Missions, regional bureaus, CPS Bureau leadership, and other key stakeholders.
  • Planning, organizing, and carrying out analytical studies involving the planning, development, and implementation of personnel and administrative support functions for a major agency program of national scope and impact.
  • Serving as an expert on administrative policies and procedures for the support of staff; demonstrating mastery of agency and Federal Government policies and regulations, especially as they relate to systems and standard operating procedures.
  • Exercising decision making authority through the development and contribution of systems and business processes that ensure efficiency and rapid response with wide latitude for exercise of independent judgment.
  • Facilitates coordination between CVP Program and Budget Division and the CPS Program Office to ensure all Agency and federal policies, regulations and requirements are met in an effective and timely manner.

  • Must be able to obtain and maintain a Secret security clearance.
  • Males born after 12/31/1959 must be registered with the Selective Service.
  • Direct Deposit/Electronic Funds Transfer is required.
  • If you have no prior Federal experience or are selected under Delegated Examining procedures, you will be required to serve a one-year probationary period.
  • If you select to be considered under Merit Promotion requirements, you must meet the Time-in-Grade requirements before the closing date of this vacancy announcement.
  • These are Testing Designated Positions (TDP’s) under the Agency’s approved Drug-Free Work Place Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.
  • You may be required to serve a one year Supervisory probationary period.

Specialized Experience:

GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include:

  • Demonstrating extensive knowledge and understanding of the United States Government and Congressional budget process to advise on program efforts;
  • Designing or leading programs related to women’s empowerment, reconciliation programs, and/or conflict and violence prevention; and
  • Managing and resolving organizational and program objective conflicts, grievances, confrontations, or disagreements to obtain desired results.

This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to – and essential for – satisfactory performance of the job). Selective Placements Factors are a prerequisite to appointment and represent minimum requirements for a position.
