JOB SUMMARY

Winrock is seeking a Deputy Chief of Party to lead a dynamic team in implementing an anticipated $10-25M USAID-funded project to improve community advocacy against gender-based violence (GBV), prevention of violence for at-risk people and GBV survivors, and increase the ability of public and private service institutions to protect and respond to GBV survivors as well as those most at-risk of GBV. 

The Deputy Chief of Party (DCOP) will assist the COP with all financial, management, and operational responsibilities, in addition to coordinating all project activities. The DCOP will also contribute to the technical design, implementation, and partnership strategy for the project. S/he will lead a team to develop and maintain relationships with public and private partners and stakeholders. S/he will work with the MEL Manager and GBV Technical Advisor to ensure the project is utilizing a Collaborating, Learning, and Adapting (CLA) approach.

ESSENTIAL RESPONSIBILITIES: 

Coordination 

  • Identify and manage partnerships that leverage shared experience and collaborative learning to strengthen the capacity of public and private service institutions to prevent, protect, and respond to GBV. 
  • Manage a diverse, multisectoral team to ensure timely delivery of activities according to the workplan approved by USAID.  

Technical 

  • Provide technical leadership in the project implementation  
  • Develop strategies and approaches to reach women, youth, and marginalized communities, particularly communities at-risk of GBV, through project interventions in collaboration with the GBV Technical Advisor. 
  • Facilitate joint activity design and planning, coordinated implementation, and learning activities. 
  • Implement diagnostics and assessments for identifying partners and designing project partnerships. 
  • Work closely with the MEL team to ensure streamlined data collection and analysis. 
  • Understand and manage expected project results, including evaluation of ongoing activities as part of a Collaborating, Learning, and Adapting (CLA) approach. 
  • Contribute to knowledge management and sharing activities within the project, with USAID, other implementing partners, the government, and the public. 
  • Work closely with project site teams and project staff to develop annual workplans and other deliverables to showcase project success and impact. 

Administration and Leadership  

  • Supervise the technical work of local and expatriate consultants and subcontractors fielded under the program (as assigned). 
  • Work closely with Winrock’s project management staff in the US to ensure effective, timely and coordinated project implementation and operations.  
  • Contribute to partnership engagement strategy and coordinate outreach to local partners. 
  • Ensure the effective implementation of project activities as required under the work plan and agreement with USAID/Bangladesh. 
  • Other duties as assigned.

QUALIFICATIONS AND BACKGROUND: 

Education: Academic degree related to international development, gender studies, or operations. Master’s degree or higher strongly preferred. 

Experience:     

  • Minimum 8 years of professional experience managing and implementing GBV, gender equality, social inclusion, or other human rights-centered interventions for international development projects, preferably with USG-funded projects in Bangladesh. 
  • Experience collaborating with a variety of stakeholders to ensure project deliverables, particularly private and public institutions that implement GBV activities and/or provide services to GBV survivors or those at-risk of GBV.  
  • Experience utilizing Collaborating, Learning, and Adapting (CLA) and Do No Harm approaches. 

Skills/Knowledge:       

  • Knowledge of the gender equality and social inclusion context in Bangladesh, particularly as it relates to GBV and populations at-risk of GBV. 
  • Strong training design, training delivery, and facilitation skills. 
  • Strong personnel management skills. 
  • Excellent written and oral communication skill in English required, fluency in Bangla required.
