On 29 May 1948, the United Nations Security Council, in its resolution 50 (1948) called for a cessation of hostilities in Palestine and established the first peacekeeping mission headed by a UN Mediator with the assistance of a group of military observers to be known as the United Nations Truce Supervision Organization (UNTSO). UNTSO is mandated to observe and maintain the unconditional ceasefires and assist the parties to the 1949 Armistice Agreements in the supervision of the application and observance of the terms of those Agreements. UNTSO’s mandate covers five countries, including Egypt, Israel, Jordan, Lebanon, and the Syrian Arab Republic. This position is located in the Security Section at UNTSO Headquarters, Jerusalem. The Field Security Assistant at this level reports to the Chief Security Officer / Deputy Chief Security Officer and the direct supervision of the Guard Force Supervisor (GFS).
Responsibilities
Under the overall direction of the Chief Security Officer / Deputy Chief Security Officer and the direct supervision of the Guard Force Supervisor (GFS), and within limits of delegated authority, the Field Security Assistant will perform the following functions: • Functions as Guard Force (GF) Shift Supervisor • Controls the opening, closure and entry into buildings to ensure security of the Mission premises and issues building/compound entry passes as appropriate. • Supervises all aspects of the administration and work of Field Security Assistants. • Ensures that routine patrols and/or sector patrols are conducted to check security of buildings, security of the compound, security of the perimeter fence, personnel, equipment, and adherence to rules and regulations. • Receives, records, and appropriately takes action based on information received through all communication means. • Monitors and controls communications network to ensure adherence to radio protocols and ensures security- related issues are attended to and reported to the appropriate authorities. • Monitors adherence to computer and information security guidelines. • Works closely with the Mission Information Technology (IT) section and/or Guard Force Supervisor (GFS) to ensure the implementation of all technical-related protocols that are necessary for ensuring a secure IT network environment. • Reports all IT- related security breaches to the relevant authorities. • Conducts security surveys of offices and compound facilities. • Obtains comprehensive security information and produces background papers relating to incidents that affect the safety and security of staff and UN owned equipment (UNOE) on the compound. • Instructs personnel in the performance of security services, including fire control and physical security of the premises, first aid procedures, use of equipment and operation of automated alarm and video surveillance systems. • Prepares comprehensive incident reports involving UN personnel, installations and equipment. • Liaises where necessary with designated host government security, safety and emergency officials. • In the event of an emergency response situation, initiates appropriate response in support of the GFS as per emergency response plans. • Acts in direct support of the GFS to organize meetings and training for GF members. • Supports the GFS with security procedures for special events as per Operational Plans. • Monitors the fire extinguishers at UNTSO Headquarters compound. Ensures operational fire extinguishers are placed in strategic locations, coordinates with the Fire Marshall to ensure timely maintenance of fire extinguishers (at least once every three (3) years). Conducts monthly visual checks of the fire extinguishers. • In the event of a fire or an emergency evacuation, assist the Fire and Security Focal Point to provide supervision and coordination in accordance with the Fire Safety and Emergency Plans. • Assists the Fire and Safety Focal Point in coordinating fire safety inspections and fire safety risk assessments. • Identifies and reports other safety violations. • Must be attentive to detail and accuracy of all entries into the log- book. • Regularly briefs and updates the GFS, makes recommendations for improvements. • Maintains a personal logbook/handbook with records of daily observations. • Be acquainted with the PA/Fire Alarm System. • Inspects all parking areas to ensure compliance with UNTSO’s in-house parking policies. • Supports the SIOC- OPS as required. • Performs shift duties, including night duties and responsibilities as may be required and so assigned by the Chief Security Officer or his designated official.

Education
High school diploma or equivalent technical or vocational certificate is required. Training in military, police or security procedures and practices is desirable.

Work Experience
A minimum of five (5) years of progressively responsible security experience with a local, national or private police, security or fire brigade organization is required. The minimum year of relevant experience is reduced to three (3) for candidates who possess a first-level university degree or higher. Experience within the UN or other international organizations’ security service is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. Fluency in spoken and written English is required. Working knowledge of Arabic and/or Hebrew (read, speak and understand) is desirable.
