THE OPPORTUNITY

Plan International Ghana is looking to recruit an experienced and qualified professional to join its rank as Project Manager to lead and provide technical expertise in the implementation and management of the SHE LEADs Project in selected districts of North East, Upper West, Ashanti and Greater Accra regions of Ghana as well as strategic overall management and coordination for the project team in the mobilisation and delivery of the project’s objectives. They will provide the day-to-day leadership of the team and will report to the Head of Programs and Influencing.

DIMENSIONS OF THE ROLE

Planning and Management:

  • Leading and providing technical expertise in lobbying, advocacy and effective policy implementation to increase girls and young women participation in decision making and leadership.
  • Develop annual action plans and budgets based on the She Leads Theory of Change and results framework.
  • Support CSO partner organizations in the She Leads programme in developing their annual action plans.
  • Provide effective and efficient leadership and management of entire project team, maintain strong project team.

Implementation:

  • Implement the lobby and advocacy actions identified in the annual plan, particularly those directed at national stakeholders.
  • Building and sustaining effective relationships with related She Leads stakeholders (Government, NGOs, CSOs, media, private sector, etc.) and interacting with them at different stages of the project implementation;
  • Identifying opportunities to influence policy and practices of stakeholders (by, for example, showcasing project results and best practices);
  • Building strategic networks with other CSO actors who are involved in national advocacy related to gender-based violence and economic exclusion;
  • Supporting the districts and LNGOs in monitoring of national policies and programs around issues of gender-based violence and economic exclusion of girls and young women;
  • Conducting research and disseminating the findings;
  • Writing and submitting girls and women’s rights and Protection related write ups for publication to share with internal and external audience quarterly;
  • Assisting other project staff of Plan International Ghana and the LNGO partners in the implementation of their actions at regional/district) level;
  • Implementing the capacity development support provided to the LNGO partners in the She Leads programme (in order to enhance their capacity for effective advocacy and improve their performance);
  • Coordinating the project activities (advocacy, lobbying, capacity development support and research) implemented by Plan International Ghana with She Leads Consortium partners (DCI and Women Aspire Ghana) and with LNGO partners;
  • Liaising with the Gender and Communications Specialists to prepare Communication and Information materials for project advocacy to promote equal rights for girls and young women;

 

Budgeting and Financial Control:

  • Monitor funding commitments, project spending against budget, preparations, submission of required progress and financial reports on regular basis;
  • Support resource allocation process and ensure appropriate controls are maintained at all levels;
  • Ensure financial process comply with relevant sections of financial Manual and other partnership standards;

Monitoring:

  • Actively monitors the project implementation through field visits, exchange of information with partners/stakeholders to assess progress, identify bottlenecks and potential risks and work for timely decisions to resolve issues;
  • Prepare quarterly and annual reporting on the progress of the She Leads program (against output and outcome targets);
  • Lead technical Support team meetings to discuss work progress and develop appropriate strategies to ensure the attainment of project objectives.

 

Capacity Development & Relationships:

Through participatory approaches, the project manager will provide capacity development and ongoing coaching to local women’s rights and GYW-led organizations. Cultivating strong and respectful relationships with women’s rights and GYW-led organizations will be an essential component of this accountability.

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

Qualifications & Experience:

  • Previous experience managing Advocacy programmes for Girls and Young Women (GYW)
  • University degree in Education, Development studies, Gender Studies, Development Economics or similar related or relevant fields, although other degrees will be considered in light of candidate’s experience.
  • Master’s degree in Development Studies or relevant field
  • Minimum of 5 years field experience with NGOs in developing countries
  • Experience in gender development projects and familiarity with the girls’ education sector in Ghana
  • Previous experience of budget management within donor funded project
  • Experience working in Ghana, especially in urban areas

Key skills & Competencies:

  • Strong project management skills and experience managing donor funded projects
  • Highly functional knowledge of Microsoft Word, Excel, PowerPoint and other ICT skills required
  • People management skills and experience in line managing teams of 7+ staff
  • Skills and experience in external stakeholder engagement including donors, government and private sector and experiences with coordination of multi-stakeholder forums
  • Skills in report writing and monitoring and evaluation
