How can you make a difference?

Under the general guidance of the Deputy Representative, Programmes, this role includes the following responsibilities:

  1. Programme development and planning: Prepare WASH/CEED inputs for situation analysis and provide up-to-date data for policy and programme development. Stay informed on global, regional, and national WASH/CEED developments. Collaborate with colleagues and partners to discuss national WASH/CEED priorities and strategies. Lead the development of WASH/CEED outcome and output results for the country programme, ensuring alignment with UNICEF’s Strategic Plan, global WASH/CEED strategy, and national priorities. Develop indicators, baselines, targets, and a fundraising strategy for WASH/CEED, engaging with senior donor agency staff.
  2. Programme management, monitoring and delivery of results: Prepare documentation for programme reviews, analyzing progress and constraints of WASH/CEED results. Provide technical and operational support throughout all programming stages, ensuring collaboration with other UNICEF sectors. Analyze national government WASH/CEED programmes, focusing on outcomes using bottleneck analysis tools. Manage monitoring and evaluation of the WASH/CEED programme, including reviews with government and partners, and prepare reports for management. Monitor and certify the use of programme resources, ensuring compliance with allocations and donor commitments. Ensure timely donor reporting and negotiate changes to agreements.
  3. Advisory services and technical support: Participate in strategic discussions to influence national WASH/CEED policies and strategies, contributing to global sector learning. Advise senior officials in government, NGOs, UN agencies, and donor organizations on WASH/CEED policies, strategies, and best practices. Lead the preparation of policy papers, briefing notes, and strategic materials for management, donors, and UNICEF offices. Coordinate the use of technical experts from regional offices and headquarters for the WASH/CEED programme.
  4. Advocacy, networking, and partnership building: Build and strengthen strategic partnerships with government counterparts, UN agencies, donors, WASH/CEED institutions, NGOs, research institutes, and the private sector. Oversee national budget analyses for WASH/CEED, advocating for sector efficiency improvements. Produce advocacy materials to promote WASH/CEED awareness, establish partnerships, and support fundraising. Represent UNICEF in inter-agency discussions, ensuring UNICEF’s priorities are integrated into planning. Engage with global and regional WASH/CEED initiatives and partnerships.
  5. Humanitarian WASH/CEED preparedness and response: Ensure annual preparation and revision of UNICEF’s emergency preparedness for WASH. Establish coordination arrangements for robust humanitarian WASH/CEED response. Familiarize all UNICEF WASH/CEED staff with emergency response procedures. Ensure UNICEF meets its WASH/CEED commitments during emergencies and supports government efforts to strengthen emergency preparedness.
  6. Innovation, knowledge management and capacity building: Lead the development, implementation, monitoring, and documentation of WASH/CEED action research and innovation, ensuring rigorous monitoring and sharing of results. Set priorities for learning products on innovative approaches and good practices for WASH/CEED sector development. Plan and support the professional development of UNICEF WASH/CEED staff to keep sector capacity up to date. Conduct systematic assessments of WASH/CEED sector capacity gaps in collaboration with stakeholders and support initiatives to strengthen capacities.
  7. Managerial leadership: Establish the annual work plan by setting priorities and performance measurements. Monitor its implementation to ensure WASH/CEED output results are achieved on time and meet standards. Report critical issues to senior management for timely action. Oversee the WASH/CEED section’s outputs, activities, and developmental priorities, providing guidance to staff to ensure responsible and efficient performance.

To qualify as an advocate for every child you will have…

Minimum requirements:

  • Education:  An advanced university degree in one of the following fields is required: public health, social sciences, behavior change communication, sanitary engineering, or another relevant technical field.
  • Work Experience: i) A minimum of eight (8) years of professional experience in WASH/CEED related programmes in developing countries is required.  ii) Proven ability to effectively lead a team to deliver results is required. iii) At least one year of work in humanitarian situations, including at least one three-month mission humanitarian deployment (with UN-Govt-INGO) is required.
  • Language Requirements: Fluency in English. Proficient in Spanish and/or Portuguese. The post will require a commitment to achieve fluency in Portuguese (if not already acquired).

Desirables:

  • Developing country work experience and/or familiarity with emergency.
