Position Overview

Pact seeks a Resource Mobilization and Partnership Advisor for the USAID-Cambodia Civil Society Resilience (CSR) Activity. CSR will seek to support the work of civil society and grassroots organizers, across all sectors, engaged in advancing reform and inclusive development. The activity has a nation-wide scope and

will include coordination of Civil Society Organizations (CSOs), Civil Society Stakeholders, donors, interest groups, and grassroots organizers across the country.

The CSR Activity contains three (3) objectives: Provide flexible financial and technical support available to bolster the agency and resilience of civil society and grassroots organizers across sectors; Promote practices that strengthen strategic decision making, resource mobilization, coordination, communication, and long-term planning to advance reforms; and Strengthen access to learning, networking, and exchange opportunities that civil society identifies as central to the success of their work. If achieved, these objectives will help make civil society more effective and resilient.

This is anticipated to be a five (5) year activity (2024-2029) valued at $12M USD, based in Phnom Penh. This position is contingent upon award and is open to Cambodian nationals only.

Key Responsibilities

The Resource Mobilization and Partnership Advisor will be responsible for resource mobilization initiatives, such as crowd funding campaigns, fundraising, and building partnerships with the private sector. This position will train and support CSOs in resource diversification and mobilization to help them become more sustainable organizations. This advisor will work closely with CSOs at the national, sub-national

and grassroots level to strengthen and facilitate networking relationships and identify innovative opportunities for collaboration and resource mobilization.

 

Specific duties include:

  • Provide expertise in resource mobilization initiatives for CSOs.
  • Map and analyze existing and potential sources of financing relevant for CSR Activity participants, including both private and public sector funding.
  • Provide CSOs with technical assistance and capacity strengthening training and advisor support to strengthen their financial capacity and resource mobilization strategies.
  • Plan and contribute to the development of organizational capacity processes and knowledge on resource mobilization.
  • Work across CSOs to identify, synthesize and disseminate best practices for improving access to

resources within the Cambodian context.

  • Coordinate and support CSOs to build strategic and sustainable partnerships to strengthen networks and collaboration opportunities for future programming.

 

Employee complies with all company policies and procedures, including completing all compliance training topics by the deadline to satisfy each and receiving the corresponding acknowledgment statement that the training has been completed.

Basic Requirements

  • Bachelor’s degree (and 8+ years of experience) or Graduate degree (and 6+ years of experience) in the disciplines of international development, social sciences, business, law or communication, or related field.
  • Experience

analyzing and modeling international funding trends to inform strategic resource mobilization decisions.

Preferred Qualifications

  • Strong demonstrated understanding of resource mobilizations from civil society groups in other Asia-Pacific contexts.
  • Demonstrated experience in capacity development initiatives for CSOs, community-based organizations and grassroots groups.
  • Solid communication, interpersonal, negotiation and relationship management skills.
  • Experience with managing relations with a diverse range of stakeholders strongly desired.
  • Ability to travel within Cambodia to conduct training, peer-learning exchanges and other resource mobilization and partnership support as needed.
  • Ability to read, write and speak English at a professional working level of proficiency.
