JOB SUMMARY

Stretch Assignment: Partnership Specialist, Sao Tome & Principe (Remote/Onsite or both)

Background

Sao Tome and Principe CO team intends to strengthen their capacity in partnership management by recruiting a Partnerships specialist in stretch assignment for a period of 3 months.

Under the general guidance of the Deputy Representative ai., this assignment will focus on supporting CO to manage ongoing partnerships and grants, to support fund mobilisation efforts and proposal development, and to identify, prospect, and secure new Partnerships by leveraging financial and non-financial resources.

Purpose of the Position

Support the office with the operationalisation of the Partnerships and Resource Mobilisation Strategy of the 2024-2027 CPD, to support UNICEF’s work in STP.

Support the management of the partnership’s portfolio, including ongoing relationships with existing donors, efficient grant management and strengthened fundraising and partnerships building efforts.

Duration
This stretch assignment will be for a period of (3) months.

Key expected results

  • Grants management: support the CO with the management of existing grants, including strengthening grant monitoring to ensure effective and optimum utilization of funds and compliance.
  • Donor reporting requirements: support the CO with donor reporting, including quality assurance and knowledge management.
  • Resource mobilisation: support the operationalisation of the partnerships and Resource Mobilisation Strategy 2023-2027:
  • Reactivate the internal Task Force on Partnerships and Resource Mobilisation;
  • Update existing Business Cases for resource mobilisation and develop new business case on key priority areas
  • Assist programmes to develop funding proposals, including joint proposals with other UN agencies.
  • Support the CO to identify and prioritize partnership opportunities and develop an outreach plan for funding prospects with new donors.
  • Partnerships building: assist the CO to define priorities and next steps for partnerships with Private Sector and CSOs to support results.

This stretch assignment involves supporting several deliverables as described below:

  • Regular grant monitoring reports and follow up plans produced;
  • Donor reports submitted timely and in compliance with donor requirements:
  • 2 Business Cases updated and 2 new Business Cases produced:
  • Internal Task Force on Partnerships and Resource Mobilisation reactivated:
  • Funding proposals produced:
  • Outreach plan for partnership opportunities developed;
  • Priority actions and next steps for engagement with private sector and civil society organisations identified.

Minimum Qualifications and Competencies

Education:

  • An advanced university degree is required in one of the following fields: Business Administration, Marketing, International Relations, Communications, Fundraising, and Social Sciences.
  • Alternatively, a first-level university degree in a relevant area combined with an additional 2 years of professional experience in a relevant field may be accepted.

Work Experience:

  • A minimum of five (5) years of relevant experience, in Partnerships in Country Offices or Natcoms, is required.
  • Experience securing multi-year public and private sector partnerships is an asset.
  • Proven experience in Business Case development for fundraising efforts, is an asset.

Language:

  • Fluency in Portuguese is strongly recommended and in case of non-proficiency in Portuguese, proficiency in English and French is required.

Additional skills:

  • Good interpersonal and networking skills.
  • Ambitious and willing to learn.
  • Portuguese language is an asset

Given the above and since the key rationale is to provide a learning opportunity, the selected staff member will not be eligible for SPA.

Eligibility:

To be eligible, staff members applying to this opportunity must:

  1. Hold a permanent, continuing or fixed term appointment.
  2. Have served in UNICEF for at least two [2] years.
  3. The last PER must be solid or outstanding.

Release Arrangements:

  • If selected for this opportunity, the relevant staff member will remain on their existing post for the duration of the stretch assignment.

The releasing office will continue to cover the salary of the selected staff member.

  • Once the selection process has been completed, the receiving and releasing offices will communicate to reach an agreement on the exact start date for the recommended staff member, funding arrangements, and whether part-time/ remote work during selected periods is needed.

Funding arrangement
This is a temporary development opportunity and there will be no changes to the staff member’s status (position number, level, etc.).

The Office will cover the ticket for economy class travel and 50% DSA for Sao Tome.
