Background

The International Food Policy Research Institute (IFPRI) is performing an impact evaluation study of a food security and nutrition project in Honduras.

An endline survey will be carried out during the second half of 2024 that will complement the baseline and mid-term surveys conducted in previous years for the overall evaluation of the project. The survey will collect multiple information at the individual and household level related to socioeconomic characteristics; income and assets; agricultural activities; dietary patterns; anthropometric measures for children under 5; among other information that will be used for the impact evaluation analysis.

A total of 1,950 households will be interviewed, between program beneficiaries and non-beneficiaries, across 150 communities in 24 municipalities in the departments of Francisco Morazan, Choluteca, and El Paraiso (13 households will be interviewed per community visited).

IFPRI is seeking a qualified survey taker (Collaborator) for the implementation of the survey.

The survey will be carried out in person and each survey is expected to last one hour. The surveys will be implemented in Spanish.

All communities to be visited were also previously visited for the midline or baseline survey of the program. All the data collection, including the survey training and pilot (5 effective days) and mobilization across communities, is expected to be completed in no more than 5 weeks.

IFPRI will provide assistance to the Collaborator with the survey training as well as the physical survey questionnaire.

If necessary, IFPRI will provide the Collaborator the electronic tablets to implement the survey as well as stadiometers and electronic scales.

Scope of work

The Collaborator will be responsible for the following specific activities:

Gather all the cartography and documentation necessary to implement the household surveys in the selected communities in coordination with the Project Implementors.

Recruit the fieldwork team, including a general coordinator, supervisors, enumerators, and anthropometrists.
If necessary, program the physical survey questionnaires into digital survey instruments (using a specialized software to be agreed with IFPRI).
If necessary, provide the necessary equipment to implement the survey (electronic tablets, stadiometers, and electronic scales).
Provide adequate space, equipment, internet access, and printed materials to hold the training sessions for five days (3 training days, 1 pilot day, and 1 day for feedback) ideally near Tegucigalpa or Comayagua, and the provision of food, transportation, and lodging to the supervisors, enumerators, and anthropometrists.
Deploy the fieldwork, including mobilization and provision of lodging (when applicable) and food, to all supervisors, enumerators, and anthropometrists implementing the survey.
Conduct the surveys in the selected communities.
Upload on a regular basis the information collected in each tablet such that the information is secured and the IFPRI team can easily access it.
Provide permanent online and phone support to all survey takers and supervisors.
Provide weekly field reports to IFPRI.
Prepare a technical note on the survey implementation, detailing any problems encountered during the fieldwork, special cases recorded, among others.

Required qualifications of the survey team leader

Advanced or graduate studies in Social Sciences, Agricultural Engineering, Rural Development, Management or related fields plus a minimum of five years of professional experience in these fields.
Demonstrated professional experience in monitoring and evaluation of development projects in Honduras and/or Central America within the past 5 years.
Extensive experience in building trust and good relations with interviewees and communities in rural areas in Central America.
Excellent communication and interpersonal skills.

Preferred qualifications

Field experience in rural development, agriculture, nutrition, and/or food security in Central America, preferably in Honduras.
Proficiency in Spanish.
