JOB DESCRIPTION

 

DESCRIPTION OF DUTIES

Support the development of consistent approach to Whole of Syria andother graded emergencies to secure rapid, sustainable and predictable fundingfor the core positions and emergency related activities.Liaise with HQ and the relevant Regional Office to secure therequired clearance, including legal and financial clearances for proposals anddonor agreements before signature.Participate in the coordination and organization of monthly andquarterly Whole of Syria donor partners meetings; contribute to negotiations torapidly conclude donor agreements.

 

Assist in the preparation of annual andother regular donor meetings and reviews. Monitor trends, identify opportunities and risks as regards toWhole of Syria and other graded emergencies and inform HQ and the RM network ina timely manner, suggesting where appropriate actions are to be taken. Maintain project calendars and milestones; manage and analyseinformation on project activities and monitor progress towards targets usingExcel and other project management databases.Work closely with colleagues in the Syria Country Office, WHEGaziantep, Whole of Syria Health Cluster in Amman, and other relevant EMROstaff on the preparation of concept notes and project proposals includingproviding guidance on the recalibration of inputs, outputs; ensure that timely donor approval is requested for project amendments.In coordination and consultation with the grants officer, monitor implementation rates and reporting deadlines.

Ensure activities andexpenditures are aligned with the terms and conditions set out in individualdonor agreements; and alert Senior Management on challenges impacting on thefunds and programme delivery.Support developing, monitoring and update of the risk register forthe Whole of Syria partnerships in coordination with the Risk Management focalpoints in Gaziantep (Turkiye) and Syria Country Office.In coordination with the Communication and Advocacy Officer and theEMRO Communications Team, support development of a communications and advocacyplan and products aimed at engaging with existing and new partners and donors.Take part in regular WHO Whole of Syria Operational Review meetingsand 3-Level calls, providing updates on resource mobilization.

 

REQUIRED QUALIFICATIONS

Education

Essential: A first university degree in Social Sciences, InternationalRelations, Political Sciences, Communications, Marketing, Management,Economics, Accounting, financial management, business or public administrationfrom an accredited/recognized institute.
Desirable: Specific studies on resource mobilization, studies on developmentand/or humanitarian work.

Training in donor intelligence, proposal writing, and general project management.

Experience

Essential: At least five years’ related experience, with international exposure, in resource mobilization, external relations and/or grants management. Documented achievements in fundraising activities, part of which supporting humanitarianemergency or health outbreak response and recovery activities.Proven experience in writing resource mobilization proposals, donor reports and related documents
Desirable: Prior working experience with WHO/UN or with an international Non-Governmental Organization.

Skills

Strong interpersonal, representational and organizational skills, with proven ability to facilitate and strengthen the involvement and collaboration of a broad range of internal and external partners.Demonstrated success in resource mobilization, including the ability to develop resourcemobilization approaches and materials, and promote consensus with donors and partners.Integrity, tack, and discretion.
