Unit Context:
WBG Corporate ITS Unit Context
The Corporate Solutions department within ITS, known as ITSCO, is dedicated to delivering corporate IT solutions for the World Bank Group. As one of the eight distinct departments in ITS, ITSCO is organized into three specialized units: Corporate Technology Solutions (ITSCC), Digital Engagement (ITSCD), and Workforce Solutions (ITSWS). This department is responsible for the development, maintenance, and support of a wide array of solutions utilized by staff and consultants across the World Bank Group. Its extensive portfolio encompasses critical systems such as the Board Operating System, the Intranet, the External Web, Human Capital Management, OLC, among others.
As a unit within the Corporate ITS (ITSCO), ITSWS is responsible for Personnel Systems supporting over 16,000 staff and 11,000 retirees/beneficiaries of the World Bank Group. The unit supports the employee life cycle including Recruitment, Personnel Administration, Benefits, Compensation, Performance Management, Tax, Staff Receivables, Payroll and Pension. More than 200 self-service transactions are available to staff so that Personnel transactions are standardized and efficient. Services provided by this unit cover all aspects of the IT life cycle from business requirements to implementation, ongoing operations and maintenance. High availability and accuracy of these applications are critical to managing Human Resources and running a global payroll system from hire to retire and beyond life cycle of World Bank Group workforces. ITSWS also supports the modernization agenda through HR Systems Renewal. This position is in the Pension team of ITSWS that supports the World Bank Group Pension Administration business.
Roles and Responsibilities:
•Deliver (Design, develop and coordinate) solutions to address specific WBG Pension Administration System needs.
•Analyze, design, develop, code, configure and test solution components from clear specifications.
•Work closely with clients and functional experts to analyze business needs and suggest effective solutions.
•Participate in the functional and technical analysis for new requirements and modifications to the existing systems.
•Effectively interact and collaborate with all technical teams within the ITS VPU.
•Develop and maintain application architecture diagrams.
•Provide robust estimates and development timelines.
•Raise risks to the attention of project manager and supervisor and suggest mitigation options.
•Diligently manage confidential information and comply to WBG data privacy policies & procedures.
•Coordinate work program deliverables with contractors ensuring timely delivery and quality of work.
•Share knowledge with contractor resources to ensure understanding of work assigned and lead peer reviews to ensure quality work meeting business needs.
•Work closely with business counterparts and contribute to the development of test plans, automation and participate in post-implementation support and reviews.
•Take the lead in performing business analysis, project management, software development, maintenance tasks, and contribute as a team member on larger initiatives.
•Be part of Agile/Scrum team and assist and actively participate in scrum operations, backlog grooming and ceremonies.
•Adhere to quality standards and procedures, review modules for quality assurance and compliance.
•Participates, as appropriate, in user training of new or revised systems/applications.
Selection Criteria
•Bachelor’s or Master’s degree with 2 years relevant experience OR equivalent combination of education and experience.
•Solid experience as an IT Analyst or Business Analyst with previous development/software engineering experience.
Required Skills:
•Experience leading development projects, including requirement gathering, technical design, and implementation.
•Professional experience with PeopleTools, including Application Designer, PeopleCode, Application Package, Application Engine, Component Interface, and Workflow
•Strong understanding of PeopleSoft architecture and data models
•Experience with Integration Broker, Web Services, and REST/SOAP APIs.
•Ability to design and implement complex integrations between PeopleSoft and other enterprise systems.
•Experience with building and maintaining PeopleSoft’s Fluid UI pages.
•Experience with PeopleSoft Query, SQR, and BI Publisher.
•Experience with page design, application package development, and modification of delivered components.
•Understanding of PeopleSoft security, role-based access control, and audit requirements.
•Experience in writing Complex SQL in Oracle with keeping performance in mind.
•Experience in maintaining PL/SQL programs.
•Ability to work in high pressure situations and tight schedules, quickly producing excellent solutions and solving problems, production issues.
•Willingness to stay updated with the latest PeopleSoft features, tools, and industry best practices.
•Familiarity with software development methodologies (Agile/Waterfall).
•Experience in working in a Agile/Scrum team and be proficient in all the activities and ceremonies
•Familiarity with Microsoft products (PowerBI, SharePoint, Azure DevOps)
•Experience with prototyping, process mapping and modeling tools.
•Strong process analysis skills and ability to suggest improvements for efficiency and effectiveness of solutions based on industry best practices.
•Outstanding conceptual, analytical, judgmental skills and problem-solving skills, including the ability to diagnose and resolve problems independently, as well as in collaboration with a team.
•Excellent communication and interpersonal skills.
•Proficient in writing technical documents like – functional specs, technical specs, design documents, user stories, business case.
•Demonstrated ability to manage multiple projects and clients simultaneously, set priorities, and adapt to changing conditions.
•Ability and willingness to propose creative and optimal solutions.
•Self-starter with a track record in learning new technologies.
•Proficient in understanding and grasping new business processes quickly.
•Strong facilitation skills. Ability to work directly with clients and management without supervision and to facilitate and navigate discussions with stakeholders to ensure clarity, prioritization, and consensus.
Desired Skills/Abilities (not required but a plus):
•Human Capital Management domain knowledge including Pension.
•Understanding of PeopleSoft Human Capital Management and/or PeopleSoft Global Payroll
•Familiar with modern authentication technologies like SAML2.0, OAuth, Certificates, Azure AD/ADFS.
•Good understanding or have development working experience in SharePoint.
•Good understanding of Cloud technology and integration with Azure or AWS.
•Exposure to emerging technologies (Artificial Intelligence, Blockchain, Robotic Software).
•Experience with ServiceNow.
•An eye for Good User Experience (UX) Design.
