JOB DESCRIPTION

Result of Service
The objective of the consultant is contributing to the efficient implementation of the project “Building capacities for the development of the National Adaptation Plan in the context of the National Determined Contribution (NDCs)adaptation themes in Panama” by executing the tasks outlined in the Terms of Reference. It is expected that consultant creates a web page with the following characteristics: · Visually appealing, fast reacting, built to web standards. · Following reasonable security standards. · Able to be displayed on various devices with different screen sizes like computers and mobile devices. · Transferable and scalable by/to other programmers or content developers, thus requiring modularity and good software design patterns. · The websites, as part of the National Climate Transparency Platform (PNTC) must have the possibility to set different levels of privileges and users, like administrator, editor, user, etc., to be specified by project and/or team in charge. · Content addition, management, and deletion should be user-friendly and accessible to non- experts. · Allow the possibility to track performance, acceptance, and needs from each of our website’s audience, and to gather feedback and analytics useful to the development of the digital and communications strategy of the team. · Develop guidelines and/or pieces of training for the support staff and system administrators to learn how to operate the websites and content management operations if required. · The websites/platforms shall contain a content management system with a support architecture for the creation, administration, and deletion of text and audio-visual content (e.g. texts, images, videos, audios, maps, etc.) by administrators and editors. · Optimized for Search and the Social Web. · Making recommendations about information technologies, software, digitalization, licenses, etc. to cover the needs of the unit. · Perform maintenance on web servers and frontend applications. · Design and include icons, infographics, and graphic animations on websites. · The contractor will take into consideration the National Climate Transparency Platform graphic line, and the UNEP, MiAmbiente and Green Climate Fund branding policy. The consultant will prepare the following Products: Outputs Develop a work plan, schedule, and methodology for the development of the consulting project. Product No. 1: A report containing: Work plan and work schedule: a document defining the proposed methodology and stages/dates for the development of established products. Develop a prototype for the complete website, including a proposal for the landing page. Product No. 2: Design and layout a website to interactively present the most relevant content of the NAP Panamá project. Design mockup/prototype for the landing page for the NAP Panamá project. Design and deliver a web site with a defined structure and user-friendly navigation. The web design should include text, images, illustrations, and/or animations in a balanced manner, adhering to a standard of user-friendly navigation for all users. Product No. 3: A document containing design details and operational/functional website navigation after validation by NAP Panama project team. Build the website according to the selected graphic proposal. Full development of a website platform that interactively present the relevant content of the NAP Panama project. Generate a guide with guidelines for the next IT technicians who maintain the site. Product No. 4: a report containing: A detailed list of upload files, reports, animations, images, documents, press releases and other relevant information. Programming arrangements, corrections made and development of the website according to the list of functionalities expressed in these TOR, as well as the Entity Relation Diagram (ERD). A document with guidelines and technical methodology for the use of IT personnel at the Ministry of Environment.

Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the United Nations system’s designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The UNEP Latin America and the Caribbean Office (LACO), located in Panama City, works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA). In terms of addressing climate change, UNEP aims to support countries in the compliance of the objectives of the Paris Agreement and the priority actions defined in the countries Nationally Determined Contributions. The overall objective of UNEP´s Sub-programme on Climate Change is to strengthen the ability of countries to move towards climate-resilient and low emission strategies for sustainable development and human well-being. The expected accomplishment regarding climate change adaptation is that adaptation approaches, including an ecosystem-based approach, are implemented, and integrated into key sectoral and national development strategies to reduce vulnerability and strengthen resilience to climate change impacts. Furthermore, the UNEP´s Sub-programme on Climate Change is also committed to ensure that crosscutting issues such as gender equity and women empowerment are effectively undertaken in the development of its tasks to guarantee an equitable development in line with its adaptation objectives. The main objective of the position of Webpage developer/designer consultant is to collaborate with the National Adaptation Plan / NAP) Panamá project strengthening its visibility and accountability through the design, programming, testing, and establishment of a website, as part of the National Climate Transparency Platform (PNTC), hosted by the Ministry of Environment of Panamá. The consultant will provide technical expertise to the NAP Panama project developing a website that helps to reach wider audiences and spread the information about the project to their target audiences Including the NAP process, objectives, goals, news, reports, results, workshops, videos, knowledge sessions, FAQ, etc. The Webpage developer/designer consultant will work in close collaboration with the Directorate of Climate Change of the Ministry of Environment of Panama (MiAMBIENTE) and other national consultants and government and nongovernmental counterparts. The incumbent will be supervised by the Regional Subrogramme Coordinator of the Climate Change unit for Latin America and the Caribbean Office, and he or she will work at the Climate Change Directorate of the Ministry of Environment of Panama, in the Project Management Unit in Panama City, Panama.
Qualifications/special skills
ACADEMIC • Bachelor’s degree in Systems Engineering, Software Engineering, Computer Engineering, Computer Science, Web Development, Web Designer, or related fields is required. PROFESSIONAL • Two (2) years of demonstrated professional experience in programming and developing web applications is required. • Experience in public institutions and/or non-governmental organizations is desirable. • Demonstrated professional experience in using software development for web pages, programming languages such as HTML5, CSS3, Scriptcase, Javascript and other tools for efficient management of websites is desirable. LANGUAGE: • Fluency in Spanish is required. • Confident Level in English is desirable. SKILLS: • Demonstrate ability to build partnerships, facilitate dialogues, and work in multicultural settings. • Familiarity with key concepts, frameworks, and international agreements related to climate change adaptation. • Strong ability to analyze data and policies from an intersectional gender lens approach. • Ability to provide guidance on a gender intersectional approach for climate change adaptation. • Strong analytical, negotiation and communication skills, including ability to produce high quality practical advisory reports and knowledge products. • Ability to communicate complex and technical ideas to a lay audience. • Ability to build strong working relationships with people from different functions in a multicultural environment.
