Rol y Responsabilidades

El Coordinador de IM apoyará al gerente de MEL con el análisis y la síntesis de los datos de MEL. Ella/él promoverá y apoyará el uso de tableros relevantes de PBI (Power BI), liderará el desarrollo adicional de la analítica de datos de MEL en la CO y trabajará con el personal clave para garantizar que los datos relevantes sean extraídos, agregados desde proyectos/programas/AOs y visualizados a nivel de la CO, a través de todas las competencias clave de NRC.

Trabajando estrechamente con el personal clave de los programas y de Monitoreo, Evaluación y Aprendizaje (MEL) en los sectores/competencias (CC) y Oficinas de Área (AOs), el Coordinador de Gestión de Información (IM) liderará la mejora, armonización y racionalización de los procesos para la gestión de los datos de MEL, con el fin de garantizar que la información y el análisis estén disponibles oportunamente a nivel de la Oficina Central (CO); y que la presentación de informes en el Sistema Global de Monitoreo de Resultados e Impactos (GORS) sea eficiente.

Role and responsibilities

The Information Management Coordinator (IM) will directly contribute to strengthening of the MEL system and implementation of the MEL minimum standards in Colombia programmes, particularly about data management, reporting, analysis and effective use of MEL data for decision-making and programme design at all levels. Working closely with key programme and MEL staff across sectors/CCs and Area Offices (Aos), IM Coordinator will lead on improving, harmonizing and rationalizing processes and system for management of MEL data to help ensure that adequate information and analysis are timely available at CO level; and that reporting into the Global Output and Outcome Monitoring System (GORS) is efficient. IM Coordinator will support MEL manager with analysis and synthesis of MEL data. She/he will promote and support use of relevant PBI (Power BI) dashboards, lead on further development of MEL data analytics in the CO and work with key staff to ensure relevant data are extracted, aggregated from projects/programmes/AOs and visualized at the CO level, across all NRC Core Competencies. IM Coordinator will be responsible for capacity building and technical support to AOs and programme staff around the management and analysis of MEL data. She/he will also work closely with CO ICT team and contribute to the design, roll out or improvement of specific data management initiatives as relevant to MEL, such as GIS, IM for Community Accountability and Response Systems, programme beneficiary databases (e.g. new CORE)

Generic responsibilities

  1. Adherence to NRC policies, guidance and procedures.
  2. Support the implementation of the project portfolio according to action plans.
  3. Compliance with global data protection requirements by NRC.
  4. Contribute to institutionalizing and strengthening of NRC MEL minimum standards in the CO with specific focus on data management systems, tools and procedures for better reliability and quality of MEL data.
  5. Contribute to improved management, presentation and analysis of key MEL information at CO level. This includes quantitative and qualitative data from MEL systems.
  6. Develop, support, maintain and strengthen Information Management systems for MEL, data usage, and general digitalization capabilities relevant to MEL.
  7. Provide trainings and technical support in the NRC Colombia programme on IM relevant to MEL (including GIS), use of digital data collection tools for MEL, analysis and presentation to support implementation and effective use of specific tools and platforms for MEL data management
  8. Support Program Unit on issues and needs related to the management of MEL data and information Contribute to learning process in the CO and enhanced use of data in key learning moments such as Project and programme reviews, through provision of specific data analysis, lessons learned and reports. Support MEL manager with knowledge management for MEL (e.g. utilizing features and functionalities of O365 and other relevant tools and platforms)

Specific responsibilities

  • MEL Information Management Systems and Storage
  1. Lead on the development, rollout and implementation of SOPs, tools and procedures for MEL IM system.
  2. Lead on, and ensure data quality control on GORS
  3. Create regular dashboards on project progress and achievements using Power BI
  4. Collaborate with MEL and programme staff in developing a MEL data flow for the country office and streamline MEL data management processes within the country office.
  5. Minimize data collection, data entry and reporting efforts through introducing /innovative development of the digital processes/ automation.
  6. Support mobile data collection designs and utilization for MEL Create geographical maps to analyse and visualize project implementation across areas and sites.
  7. Handle database-specific tasks such as creating queries, procedures, and functions to support application development.
  8. Provide input into the process of developing internal databases for managing project and beneficiary data (NRC’s new CORE system). Provide feedback about the specifications and testing for the proper development of the beneficiary database CORE

 

  • Reporting and data collection 
  1. Support compilation and consolidation   projects’ data and indicators from all CCs into GORS (DHIS2). Specifically, design and ensure efficient process and system to support this.
  2. Compile and analyse project data, and optimize dashboards on GORS (DHIS2)
  3. Coordinate data entry on GORS (DHIS2)
  4. Follow up with CC specialists to ensure project targets are updated within MEL IM systems.
  5. Administer, monitor, and follow-up on data entered into MEL reporting systems.
  6. Design, generate, and assist with periodic reports: monthly/quarterly (GORS), or as required.
  7. Conduct data quality checks and ensure the reliability and cleanliness of the data.
  8. Translate questionnaires for MEL into digital data collection tools using tools such as KOBO, and other similar digital data collection platforms

 

  • Capacity building and programme support
  1. Assist programme and MEL field staff with tools loaded into IM platforms pertinent to MEL and support their use.
  2. Assist in the preparation of reports with the extraction of data from IM platforms and lessons learned.
  3. Contribute to training project staff to use questionnaires and/or enter data into the IM system.
  4. Responsible for user administration across MEL related IM system, including general end-user support.
  5. Support the development of troubleshooting guides and guidelines for NRC staff for common IM related issues/complaints related to MEL system.

 

  1. Professional competencies 

These are skills, knowledge and experience that are important for effective performance.

  • University degree in relevant university field (Information Systems Management, business administration, computer science or similar) is required.
  • At least four years of relevant experience working in designing information management systems or database management.
  • At least 2-3 years’ experience working in an International NGO.
  • Demonstrated experience in designing, developing, implementing, maintaining and administering databases and/or information management systems is required.
  • Experience with information management techniques and establishing information management systems, and ability to work with and design range of sampling techniques, using qualitative and quantitative data collection and analysis.
  • Demonstrated experience in staff capacity building on IM usage.
  • Proficiency in the use of PowerBi for dashboards development and analytics is required
  • Full proficiency in spoken and written Spanish. English level B2 or higher.
  • Experience with MySQL, MS SQL or other relational database management system, Data Analysis Skills and software development would be an advantage.
  • Experience with Office 365 Power Apps and Power Automate is considered advantage
  • Experience with and knowledge of basic principles to monitoring and evaluation in relief and development. Particularly experience with management of data relevant to MEL
  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods.
  • Analytic and computer skills, including advanced MS Office (Word, Excel, Outlook, PowerPoint, Access), Power BI are required.
  • Mapping experience is required (GIS).
  • Experience in Data and Analytics technologies – Business Intelligence, ETL, Data Science
  • Experience with data entry, dataset configuration and data visualization in DHIS2

Experience with mobile data collection and management of survey data with KOBO or similar platforms is required
