Summary
This position is within the Office of Security, Counterintelligence and Information Security Division (CTIS) at the U.S. Agency for International Development (USAID).
Duties
- Provides oversight and direction to the Agency for all aspects of the Agency’s intelligence analysis, counterintelligence, insider threat, and counterterrorism vetting programs and policies.
- Supervises a group of professional and technical positions engaged in performing a variety of counterterrorism, intelligence analysis, and counterintelligence work.
- Develops processes for analyzing, controlling, and disseminating intelligence and investigative information for the Agency’s counterterrorism, counterintelligence, insider threat, and related programs.
- Exercises a broad degree of independence and applies authoritative judgment in developing and maintaining relationships with various stakeholders in government and private industry.
- As the Division Chief, and senior advisor to the Director of the Office of Security; conducts liaison and information exchange with senior law enforcement.
- Prepares budget justifications based on projections of personnel, facilities, and equipment needs. Ensures funds are properly allocated and spent in a timely manner.

- Must be able to obtain and maintain a Top-Secret/SCI security clearance.
- Males born after 12/31/1959 must be registered with the Selective Service.
- Direct Deposit/Electronic Funds Transfer is required.
- If you have no prior Federal experience or are selected under Delegated Examining procedures, you will be required to serve a one-year probationary period.
- If you select to be considered under Merit Promotion requirements, you must meet the Time-in-Grade requirements before the closing date of this vacancy announcement.
- These are Testing Designated Positions (TDP’s) under the Agency’s approved Drug-Free Work Place Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.
- You may be required to serve a one-year Supervisory probationary period.
Qualifications
Specialized Experience:
GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include:
a) Providing leadership and guidance to investigators or analysts on complex matters involving the interpretation, analysis, reporting, briefing, and application of intelligence information, law enforcement information, or other sensitive information; and
b) Advising senior level policy makers on national security matters using products, assessments, and information from the Intelligence Community; and
c) Interacting with the Intelligence Community and the interagency to establish policies and procedures, support information sharing, and conduct threat and intelligence assessments ranging from time-sensitive/single-topic analysis to extended examination of complex topics; and
d) Providing policy, oversight, and direction to an agency or organization for intelligence analysis, counterintelligence, or counterterrorism vetting programs.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position’s duties to be filled, including volunteer experience.
CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified.
