Result of Service
The C’s research packages will include four key deliverables, enabling the RCs and UNCTs to focus efforts on specific areas of collaboration to promote further progress on sustainable development. Four Key Deliverables: 1. Sectoral Mapping: a. Conduct a detailed mapping of the sectors in which the Arab Coordination Group (ACG) operates, focusing on how these sectors align with the broader strategic priorities of the Sustainable Development Goals (SDGs). b. Identify opportunities where ACG’s activities and financial instruments can be leveraged to support key sectors in various countries aligned with sustainable development goals. 2. Profiles of ACG Members: a. Mandate and Objectives: Analyze each ACG member’s mandate and strategic objectives, focusing on their alignment with global and regional SDGs. b. Key Areas of Focus: Identify the primary sectors and areas of development that each member institution prioritizes, such as infrastructure, education, healthcare, renewable energy, or economic diversification, across different regions. c. Past Contributions: Review and summarize past projects and contributions made by each member to assess their impact and relevance to current development goals. d. Financial Instruments and Resources: Examine the types of financial instruments (e.g., grants, loans, technical assistance) and resources each member provides, assessing how these can be utilized or adapted to support global development initiatives. e. Strategic Partnerships: Highlight existing partnerships between each ACG member and entities across different regions and potential areas for new or expanded collaboration in achieving the SDGs. f. Contributions or Partnerships with the UN: Analyze the history and effectiveness of each ACG member’s contributions to or partnerships with the United Nations, particularly in the context of joint projects, co-financing initiatives, and collaborative programs to advance the SDGs. g. Innovative Approaches: Identify any innovative approaches or best practices employed by each member that could be leveraged in various contexts, particularly in relation to sustainable development. 3. Literature Reviews: a. Perform comprehensive literature reviews on the role of the ACG and its member institutions in global development. b. Analyze existing reports, publications, and case studies highlighting successful collaborations between the ACG and UN agencies or national governments, drawing lessons that can be applied globally. 4. Policy Briefs: Summarize key findings from the sectoral mapping and literature reviews, offering actionable recommendations for UN Country Teams and national government stakeholders across various regions.

Duties and Responsibilities
Background: The UN Secretary-General’s Development System reform, launched on 1 January 2019 in response to General Assembly resolution 71/243, repositions the UN Development System to deliver on the 2030 Agenda for dignity, prosperity and peace on a healthy planet. Central to this process, and as further mandated by General Assembly resolution 72/279, a new generation of UN Resident Coordinator Offices across the world are being strengthened under the leadership of an empowered UN Resident Coordinator, the highest-ranking representative of the UN Development System at country level. To effectively coordinate the collective work of UN Country Teams in support of national aspirations, the Resident Coordinator Offices (RCOs) of Saudi Arabia, Kuwait, and the United Arab Emirates will work together to enhance core capacities, including expertise in coordination, strategic planning, and economics for tailored policy support. Duties and Responsibilities: Under the direct supervision of the three Resident Coordinators and in collaboration with the three RCO teams, the Consultant (C) Strategic Partnerships Expert will support the efforts of the RC Offices and the United Nations Country Teams (UNCTs) by conducting a thorough analysis of the Arab Coordination Group (ACG) and partnership opportunities with the UN system with the aim of accelerating progress on SDGs in the Arab States.
Qualifications/special skills
A Bachelor’s degree in Economics, International Development, Public Policy, Statistics, Social Sciences or related area is required; a graduate degree is preferred. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. A minimum of 10 years of professional work experience in Economics, International Development, Public Policy, Statistics, or Social Sciences is required. Experience with and knowledge of the UN Sustainable Development Goals is required. Experience in conducting social, economic, environmental research, or policy analysis relevant to the SDGs is required. Proven experience in writing reports and research papers in social science or statistics is required. Experience with or knowledge of the Arab Coordination Group or its members is desirable.
Languages
English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, fluency in English is required. Knowledge of Arabic is desirable. Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
