The main result of this service is to ensure effective and efficient Monitoring, Reporting and Knowledge Management of the projects “Protecting the Marine Environment from Land-based pollution through strengthened coordination of Global Action (522.4)” and “Preventing and addressing the degradation of freshwater and marine ecosystems from source to sea (188786)”, which includes three key areas of work: 1) Enhancing Wastewater, Nutrient Management and Sanitation Provision for Marginalized Coastal Communities in Sabah, Malaysia; 2) Supporting strategies, capacity and data for global wastewater and environmental surveillance in Africa; and 3) Capacity development project on water quality in the Wider Caribbean Region.

Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The overall objective of UNEP’s Ecosystems Division is to support countries in conserving, restoring and sustainably managing their terrestrial, freshwater and marine ecosystems, the biodiversity they contain and the products and services they provide for human well-being and prosperity. It helps countries develop policies and programmes to respond to ecosystems challenges and reduce pollution from land-based and sea-based activities, increase resilience to climate change and reflect linkages between poverty and environment in their development planning. The work of the Source to Sea Pollution Unit at the Ecosystem Division is guided by: a) its new project document “Preventing and addressing the degradation of freshwater and marine ecosystems from source to sea (188786)”, which includes three key areas of work: 1) Enhancing Wastewater, Nutrient Management and Sanitation Provision for Marginalized Coastal Communities in Sabah, Malaysia ; 2) Supporting strategies, capacity and data for global wastewater and environmental surveillance in Africa; and 3) Capacity development project on water quality in the Wider Caribbean Region, including the Gulf of Mexico; and b) the project “Protecting the Marine Environment from Land-based pollution through strengthened coordination of Global Action (522.4)”, which will end in 2025. Monitoring, Reporting and Knowledge Management is a key component for the success of these projects and its areas of work. This post is located in the Ecosystems Division at the Marine and Freshwater Branch in Nairobi duty station, under direct supervision of the Programme Management Officer of the SSPU in coordination with the others PMOs of the Unit, under the overall supervision of the Chief of the Source to Sea Pollution Unit at UNEP, in collaboration with other relevant units and divisions. The Monitoring and Reporting Specialist will undertake the following tasks: 1. Development and Implementation of M&R Frameworks: a. Design and implement comprehensive M&R frameworks for SSPU projects and key work areas. b. Develop and implement performance indicators, data collection methods, and tools for monitoring and reporting. c. Ensure that M&R frameworks are aligned with UNEP’s and donor’s reporting requirements. 2. Data Collection and Analysis: a. Collect, manage, and analyse data and evidence related to project performance, deliverables, outputs and outcomes. b. Ensure the quality and integrity of data through regular checks and validations. c. Analyze data to identify trends, impacts, and areas for improvement. 3. Reporting: a. Prepare high-quality, timely reports for internal and external use, including IPMR (internal reporting system), donors, UNEA, corporate reports, thematic reports, reports, and UNEP leadership. b. Develop progress and final reports as required by donors and UNEP, and support mid-term and end-of-project evaluations. c. Ensure that reports meet donor requirements and are aligned with UNEP’s reporting standards. d. Draft Briefing Notes and other written inputs, as requested, presenting evidence and impact of SSPU activities. 4. Knowledge Management: a. Ensure project information, guided by Ecosystems Division standardised document archiving and labelling, is stored in Share Point folders for institutional learning 4. Capacity Building: a. Provide training and technical assistance to SSPU staff and implementing partners on M&R concepts, tools, and practices. b. Develop and disseminate M&R guidelines, templates, and best practices. 5. Coordination and Collaboration: a. Work closely and support SSPU staff and its partners to ensure effective M&R implementation. b. Collaborate with other units of the Marine and Freshwater Branch of the Ecosystems Division to harmonize M&R practices and share best practices. 6. Continuous Improvement: a. Identify, recommend and implement improvements to UNEP’s/SSPU’s M&R tools, methods, systems and processes. b. Stay updated with the latest M&R methodologies and tools and integrate relevant innovations into UNEP’s/SSPU’s practices.

Qualifications/special skills

Bachelor’s degree in environmental science, environmental management, international development, project management, engineer, economics, or a closely related field is required. Master’s degree in a related field is desirable. Minimum of 5 years of relevant professional experience in monitoring and reporting, 3 years with international organizations is required. Proven experience in designing and implementing M&R frameworks and tools within the UN system or other international organizations is desired Strong analytical skills and experience in data collection, management, and analysis is required Excellent communication and report writing skills is required

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required. Working knowledge of other UN official languages is desirable
