BACKGROUND
Purpose of Activity/Assignment:
Belarus Country Office is operating in an uppermiddle income country context. The specific geopolitical situation is also dictating a particular approach to engagement of private and public sector donors. Mobilizing financial resources from the individual and corporate donors in support of the most vulnerable children is a key opportunity for the Country Office with limited resources. Given the traditional preference in the current operational context for corporates to introduce customer fundraising opportunities rather than provide direct financial contributions/strategic grants, there is a need for an expertise in development of IG mechanisms through corporates (including CPTP – Corporate Pathway to Pledg. This model is currently more preferrable for businesses in Belarus due to the political context, as well as existing legislation regulating charitable donations from the companies favors state institutions and organizations.
Since July 2023, Belarus Country Office operates under the ECA Cluster to optimize its fundraising efforts, scale up activities and bring return on investment to UNICEF. Starting from October 2024, Individual Giving channel will be fully operated from the side of the Cluster (digital onl. However, following the thorough analysis of the incountry needs and capacities, the CO envisages the need for the specific technical assistance to increase the efficiency of our processes, to leverage the opportunity of offline fundraising events, strengthen our joint efforts in raising funds for children in Belarus, and thus contribute to resource mobilization for the CPD implementation.
The Donor Engagement Consultant’s critical role is to support the Country Office donor engagement (both private and publi, as well as fundraising activities to ensure the implementation of all planned activities and to reach the PSP business targets.
The Donor Engagement Consultant will work closely and under the guidance of Partnerships and Communications sections and will act as a liaison with the ECARO PSFR Cluster.
Scope of Work:
The Consultancy will focus on fundraising and donor engagement activities, becoming a key focal point between the CO and the established ECARO PSFR Hub in terms of preparation and localization of visuals and fundraising assets for IG campaigns, as well and preparing accurate reporting of results and donorrelated data.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicabland health insurance required to perform the duties of the contract are valid for the entire period of the contract.
