FHI 360/Philippines (www.fhiorthrough Meeting Targets and Maintaining Epidemic Control (Epiproject in the Philippines is seeking applications for the position of Senior Technical SpecialistProcurement and Supply Chain Management (PSC. EpiC is a multiyear global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAand the U.S. Agency for International Development (USAI. The project provides strategic technical assistance (Tand direct service delivery to break through barriers to 959595 and promote selfreliant management of national HIV programs by improving HIV casefinding, prevention, treatment programming and viral load (Vsuppression among key populations (KPand priority populations (PP. In the Philippines, EpiC works in Greater Metro Manila to address critical gaps and bottlenecks in the response to HIV among KPs in the Philippines and build capacity of local, communitybased KP organizations and work closely with the government of the Philippines to deliver HIV services tailored to the needs of KPs. In addition to the activities mentioned above EpiC Philippines will focus on expanding HIV case finding in the community, expansion of PrEP and treatment initiation, adherence, and retention support for people living with HIV (PLHI, with a focus on select key population groups.

JOB DESCRIPTION

The Senior Technical SpecialistProcurement and Supply Chain Management reports to the Senior Technical Advisor and will provide critical technical and program management support to EpiC partners specifically DOH and its Centers for Health Development, partner facilities, and project subpartners. This post will be working with the country team to support DOH and sites in improving the PSCM processes (forecasting, procurement, allocation/reallocation, storage, and distributioincluding reporting of HIVrelated commodities.

KEY RESPONSIBILITIES

PSCM Process Improvement:

  • Collaborate with DOH and partner sites to assess and improve current PSCM processes.
  • Develop and implement strategies to enhance reporting, forecasting, procurement, allocation/reallocation, storage, and distribution of HIVrelated commodities.
  • Ensure alignment with national and international standards and best practices.

Technical Support and Capacity Building:

  • Provide technical assistance and training to DOH staff, Centers for Health Development, partner facilities, and project subpartners while ensuring compliance with all relevant policies, regulations, and guidelines.
  • Develop tools, training materials and conduct workshops to build capacity in PSCM processes.
  • Provide support and mentorship to ensure sustainable improvements.

Data Management and Analysis:

  • Oversee the collection, analysis, and reporting of PSCM data to inform decisionmaking in collaboration with the strategic information team.
  • Utilize data to identify trends, gaps, and areas for improvement.
  • Ensure accurate and timely reporting to stakeholders.

Stakeholder Engagement:

  • Foster strong relationships with DOH, Centers for Health Development, partner facilities, and project subpartners.
  • Coordinate with stakeholders to ensure seamless integration of PSCM processes.
  • Represent the project in meetings, workshops, and conferences.

Minimum Qualifications:

  • Bachelor’s degree in Supply Chain Management, Logistics, Public Health, or a related field. A Master’s degree is an advantage
  • At least five years of experience with NGOs or INGOs involving procurement and supply chain management, preferably in HIV/AIDS programs.
  • Strong understanding of PSCM processes within DOH and the public and private sector, particularly in the context of HIVrelated commodities.
  • Knowledge of health programs (HIV/AIDS, reproductive health, family planning, public health, international development, and/or social sciencin Philippines
  • Superior written and oral communications skills
  • Excellent analytical, problemsolving, and decisionmaking skills.
  • Ability to work independently and as part of a team with initiative to manage high volume workflow.
  • Experience in working with country programs funded by the US government or other international donors.
  • Sensitivity to cultural differences and issues surrounding HIV/AIDS
  • Work well in crosscultural settings and diverse groups of people.
  • Ability to travel at short notices

The position will be based in Manila, Philippines and work out of the FHI 360 Country office. Preference is for Filipino national candidates.
