The Local Consultative Group (LCserves as a crucial platform for fostering dialogue and collaboration on development effectiveness between the government and development partners. It acts as a bridge, bringing together government officials, representatives from UN agencies, and international financial institutions. Through this platform, they can have open discussions on national development plans, identify and address challenges in implementation, and ultimately achieve shared goals.
The LCG’s effectiveness hinges on its working groups (WG. These WGs function as dedicated focus groups, each tackling specific sectors or thematic development areas. They provide a valuable space for information exchange, fostering collaboration and driving policy discussions. Think of them as task forces, each with a specific area of expertise, working together to streamline and improve development efforts.
Recognizing the need for further optimization, the LCG underwent a recent restructuring. This involved streamlining the number of WGs to 14, ensuring better alignment with the current national development plan’s priorities. This strategic move aims to enhance the effectiveness of both the individual WGs and the LCG as a whole.
However, ensuring the success of the WGs requires a strong foundation of coordination. Effective communication and collaboration are essential between the government’s Economic Relations Division (ER, development partners, and the WGs themselves. Regular monitoring and evaluation will also be crucial to assess the WGs’ performance. This allows for adjustments to be made, ensuring the WGs remain aligned with national priorities and continue to deliver impactful results.
To further strengthen the LCG mechanism, a dedicated secretariat is being established. This secretariat will function as a support system, working closely with the LCG leadership to improve coordination among all stakeholders. Additionally, a consultant will be brought on board to assist the secretariat in various tasks. Imagine this consultant as a highly skilled assistant, managing logistics like organizing events and meetings, drafting documents, and most importantly, evaluating the performance of the WGs. This comprehensive approach ensures the smooth operation of the LCG and its WGs, ultimately leading to a more efficient and impactful development process.
Duties and Responsibilities
The Local Consultative Group (LCseeks a highly motivated person to provide comprehensive support to the LCG Secretariat and the Development Cooperation Effectiveness Working Group (DCE Wfor a oneyear period. This role offers a unique opportunity to contribute to improved communication, coordination, and knowledge management within the LCG framework.
The incumbent will be responsible for the following tasks:
Streamlining Communication:
- Organize various LCG events, including meetings and consultations.
- Act as a bridge between the LCG Secretariat and the leads of the LCG Working Groups.
- Ensure all stakeholders are kept informed and engaged.
Strengthening Coordination:
- Maintain clear and organized documentation for the LCG Secretariat.
- Manage daytoday tasks and foster effective coordination with the lead ministry.
- Ensure a unified and efficient approach to development efforts.
Enhancing Knowledge Management:
- Leverage their expertise to provide technical and advisory support in developing various LCG communication materials.
- Develop advocacy materials, reports, knowledge products, and publications.
- Review and finalize content for the LCG website, ensuring accuracy and clarity for the audience.
Optimizing the LCG Website:
- Regularly publish news and updates about LCG activities, keeping the audience informed of the latest developments.
- Manage the enewsletter section, ensuring timely delivery of relevant and engaging information to subscribers.
- Contribute to a userfriendly website design with easily accessible information, enhancing the overall user experience.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience
Education:
- Advanced University Degree (master’s degree or equivalenin Development Studies/Marketing or related discipline is required, or
- A firstlevel university degree (bachelor’s degrein the areas stated above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
- Applicants with a Master’s degree (or equivalenin a relevant field of study are not required to have professional work experience. Applicants with a Bachelor’s degree (or equivalenare required to have a minimum of two (2) years of relevant professional experience in Marketing/partnership coordination and stakeholder engagements.
- Professional experience in managing working relationships with the ministries of Government of Bangladesh.
- Demonstrated experience in drafting/ writing content for press releases, policy briefs, website management/ social media in a clear and concise manner is essential.
- Understanding and proficiency in using digital tools and platforms for communication and outreach is mandatory.
- Experience in ability to track progress, assess effectiveness, and prepare reports based on findings and create actionable coordination intelligence based on primary and secondary research and data analysis is an asset.
- Previous experience working with local or international development organisations will be an asset.
- Familiarity with UN/UNDP policies, programme frameworks and procedure specifically related to external and internal communications and visibility will be an asset.
- Excellent organisation skills.
- Excellent interpersonal skills, including the ability to operate effectively across organizational boundaries.
Required Languages:
- Fluency in English and Bangla is required.
