Youth Empowerment Programme in Asia and the Pacific

B. Project Description

United Nations Development Programme (UNDin China is planning to organize training workshops to film artists and media professionals on gender inclusive film and documentary production. The workshops will provide better camera knowledge and context understanding to artists and media professionals on production of gender inclusive film and documentary with aim to improve visibility of marginalized communities and empower marginalized people though more inclusive and diverse art products.

UNDP’s vision is to support countries in achieving the simultaneous eradication of poverty and significant reduction of inequalities and exclusion.

C. Scope of Work

UNDP China is looking for Individual Contractor to design the courses for the training workshop and serve as the trainer to deliver the training. The Contractor shall undertake the following tasks:

Deliverable 1: Training Curriculum and Content Design

The Contractor shall design curriculum and content to be used for 6 days training workshops with requirements as below:

  • The target audience of the content will be film artists and media professionals who are interested in gender topic and supporting marginalized groups.
  • The curriculum should focus on film and documentary production concept, theory, camera language, videography, editing and related advocacy knowledge, as well as introduce to gender topic and how to present gender topic in art products.
  • The content shall fit to be used for around 6 days training sessions (8 hours per da. The Contractor shall design all content needed to deliver the training, including main course content, exercise, stories, examples, or other necessary elements. All content shall be in Chinese.
  • The content of the training materials shall be delivered in text or presentation.

Deliverable 2: 6 Days Onsite Training Workshop

  • The Contractor shall provide training at a session of 6day workshop in Beijing. 9 participants will attend the training as students. The participants will be qualified film artists or media professional who are interested in gender topics and supporting marginalized groups as participants to the workshops. The participants will have background and influence on film arts.
  • The Contractor shall provide training to the participants with the material designed in deliverable
  • The Contractor shall provide related tools and facilities to the participants, including cameras, lights, and other necessary tools to support the training. Please indicate related costs to financial proposal of deliverable 2, if any.
  • The Contractor shall ensure each participant will produce one short film as the result after the training.

Duties and Responsibilities

The Contractor is expected to deliver the deliverables by 31 Dec

E. Institutional Arrangement

The Contractor will report to the LGBT/HIV programme manager of UNDP China. The Contractor will liaison with the LGBT/HIV programme manager directly in the course of performing the work.

The LGBT/HIV programme manager of UNDP China will provide relevant documents and have discussion on the background and methodologies with the Contractor, in prior to the assignment.

The success of the project depends on the timely delivery of each component. The Contractor should ensure timely identification of potential risks and signal any delays in deliverables.

Please indicate related costs to financial proposal of deliverable 2, if any. The Contractor shall be responsible to the safety and wellness of the facilities, tools, and other properties related.

F. Duration of the Work

The Contractor is expected to commit to complete the deliverables on a period of 15 Oct 2024 to 31 Dec

G. Duty Station

The assignment is home based without expected travel. The Contractor will NOT be required to present at a certain office during the work.

Competencies

H. Qualifications of the Successful Individual Contractor

Education:

  • Bachelor’s degree in fine art, video, communications, or related field is required.

Experience and required skills:

  • At least 3 years’ research experience in fine art, film, video, or related field is required.
  • Previous experience on LGBT, gender, or related field is preferred.
  • Previous influential film production deliverable on LGBT, gender or related topic is preferred. Please provide film/video sample.
  • Previous experience in training is preferred.

Language:

  • Good command of English and Chinese, written and oral.

Required Skills and Experience

I. Scope of Price Proposal and Schedule of Payments

Interested candidates must submit financial proposal in Lump Sum Amount linked to each deliverable, including professional fee, living allowance and any other applicable cost to be incurred by the Contractor in completing the assignment. The total contract amount will be fixed, regardless of changes in the cost components, or extension of the herein specified duration.

Payment will be made only upon UNDP’s acceptance of the work performed. The payment will be made within thirty (30) days, after receipt of invoice and certification of acceptance of work issued by UNDP, as per below percentages:

• First instalment: upon satisfactory completion of deliverable 1 by 01 Dec

• Second instalment: upon satisfactory completion of deliverable 2 by 31 Dec
