The Global Environment Facility (GEis a multilateral financial mechanism created in 1991 to provide grant and concessional funds to recipient countries for projects and programs that address biodiversity loss, climate change mitigation and adaptation, degradation of international waters, land and forests, ozone depletion, elimination or reduction of persistent organic pollutants and mercury, all within the framework of sustainable development.
The GEF unites 186 countries in partnership with international institutions, civil society organizations (CSO, and the private sector to address global environmental issues while supporting national sustainable development initiatives. An independently operating financial organization, GEF is the designated financial mechanism for five international environmental conventions: the Convention on Biological Diversity, the Stockholm Convention on Persistent Organic Pollutants, and the UN Framework Convention on Climate Change (UNFCCand Minamata Convention on Mercury. GEF is also a designated financial mechanism of the UN Convention to Combat Desertification.
In the years since its establishment, the GEF has funded over 5,700 projects in 186 countries, and many thousands more through the GEF Small Grants Program, providing $24 billion in grants that leveraged $138 billion in cofinancing. The GEF Secretariat, construed for administrative purposes as a Vice Presidential Unit (VPwithin the World Bank, has approximately 80 professional and administrative, and client support staff.
Duties and Accountabilities
The selected candidate will become a part of the GEF’s Data and Analytics team under the supervision of the CEO’s Advisor. The purpose of this team is to focus on strategic data analytics to (internationally position the GEF as the environmental partner of choice, (iconduct strategic quantitative data mining of the GEF’s 30plus years of data, (iimaximize the impact of GEF programming by bringing a greater evidencebased perspective, (iestablish the GEF as a global lead on key topics, and (support the GEF replenishment processes.
Specific deliverables include the following:
• Identify, collect, analyze, and manage data from internal databases (GEF Portaand external international environmental and development indices, datasets, databases, and indicators for evidencebased decision making (for example, national statistical datasets, OECD databases, World Bank database
• Perform quantitative and qualitative analyses, data visualization, and report writing
• Support strategic analytical work by innovatively using data to build compelling narratives for country profiles, the GEF portfolio, and other relevant analyses to help position the GEF as the leader and partner of choice toward ambitious environmental outcomes
• Support the creation/assessment of relevant environmental and economic indices and subindices to take into account latest scientific and policy advancements, building/managing the relevant datasets, and collaborating with the relevant technical teams across the GEF Secretariat as needed, in the GEF’s System for Transparent Allocation of Resources (STA
• Support critical technical reviews of selected past, recent, and upcoming global reports and assessments that are of relevance to the GEF, and conduct analyses that link the GEF’s work to international global commitments
• Support internal quantitative and qualitative analyses of past and ongoing GEF projects and programs through indepth reviews of GEF project documents and internal databases to collate evidence on the impact and integration of GEF investments
• Support GEF participation in, and convening of, international seminars, panel discussions and conferences on relevant substantive themes
• Support the CEO’s Advisor and the Data and Analytics team in other tasks as required
Selection Criteria
• A Master’s degree in Environmental Economics, Data Science, Statistics, Environmental Management, Sustainable Development, or related field, with at least 3 years of related experience, or an equivalent combination of education and experience
• Strong and proven academic, technical, and analytical background
• A proficiency in, and comfort with, quantitative and statistical data analyses – a familiarity with the GEF’s work and data will be a plus
• Full proficiency in the use of Excel including Power Query is required, advanced knowledge of other Microsoft Office products, particularly Word and PowerPoint
• Proficiency in programming, statistical, and econometric software, such as R, Python, and STATA
• Knowledge of AI tools, machine learning and its potential application in complex quantitative and qualitative analyses
• The ability to collate, manage, and analyze complex and interrelated datasetsif necessary, an assessment of quantitative analytical skills may be conducted
• Excellent data visualization skills
• Excellent written and verbal communication skills in English, with the ability to present and summarize ideas clearly, methodically, and conciselytogether with the application, please submit evidence of 1 piece of written work
• Proven criticalthinking skills, with a willingness to learn new competencies and explore unfamiliar issues
• Knowledge of environmental indicators, international development and environmental financerelated datasets and databases will be a plus
• Flexibility to address new challenges and develop innovative solutions to a wide range of issues and situations, often on short notice, and the ability to take initiative and go beyond what is expected
• Wellorganized, selfmotivated, highly efficient, and dependable individual, with a demonstrated ability to manage multiple priorities, work under tight deadlines, and operate effectively in situations of high demands and pressure
