Organizational Setting and Reporting Relationship
The position of Assistant Treasurer is assigned to the Client Solutions Division (TDCwithin Treasury Department. You will be based at our Headquarters in Manila, Philippines.
You will report to the Treasurer and will oversee International, National, and Administrative Staff.
Your Role
As Assistant Treasurer, you will: (execute local currency funding operations with market counterparties; (iicontribute to the growth and development of capital markets in ADB’s developing member countries; and (iiadvise on the use of ADB’s financial products.
You will:
a. Client and advisory services and solutions
- Act as the key focal point in responding to internal and external client inquiries regarding Ordinary Capital Resources (OCfinancial products. Provide sound financial management analysis, research, and advice to ADB internal and external clients.
- Execute local currency funding solutions through onshore and offshore bond issues, deliverable and nondeliverable derivative hedging and other products as available.
- Oversee TD’s client outreach program in dissemination of information on ADB’s OCR financial products, best practices in financial management and in knowledge exchanges.
- Manage and offer a diverse set of innovative inputs on the development of financial products and services for ADB clients. Gather feedback from borrowers as inputs for the refinement of ADB’s existing loan products and facilitate a culture of innovation and responsiveness to changing client needs.
- Work with relevant teams in the Private Sector Operations Department (PSO, Regional Departments (RD, Sectors Group (Sand Climate Change and Sustainable Development Department (CCS, etc. to support client needs.
- Champion thoughtleadership on debt management and maintain current knowledge of market trends, financial technology and the regulatory environment. Supervise TDCS activities for compliance with ADB policies, regulatory guidelines, and department practices and procedures.
- Coordinate with relevant TD divisions for the management of Flexible Loan Product and Local Currency Loan structuring, documentation, funding and settlement arrangements, in response to borrower needs.
- Represent TDCS in internal and external forums including international conferences, seminars and workshops and highlevel meetings with external clients.
b. Local Currency Regulation and Solutions
- Oversee, cultivate, and maintain relationships with regulators, central banks, commercial banks, institutional investors, central securities depositaries and exchanges to ensure proactive and comprehensive activity across currencies, markets, and products. Open new markets and promote regionwide initiatives by exploring new funding solutions and instruments.
- Constantly innovate and explore potential improvements in local currency funding operations including flexible use of funding resources such as pool funding, backtoback funding and blended funding.
- Work closely with operations departments and other relevant departments regarding advisory and structuring of local currency funding. Reach out to media and network forums related to debt management and local currency hedging.
- Oversee, initiate, and process documentation related to government approvals, external parties like underwriters, regulatory authorities, rating agencies, stock exchanges, fiscal agents, and investors for ADB to improving and expanding local currency funding and conversion transactions.
- Oversee the preparation of various new local currency products and new local currencies documents requiring Management approval and intended for Board information.
- Oversee, coordinate, and facilitate the documentation of local currency products and new local currencies with internal (e.g. Controller’s Department, Office of the Auditor General, Office of the General Counsel, Office of Risk Managemenand external parties, such as external auditors, rating agencies, underwriters, and swap counterparties, ensuring timely and accurate completion of such documents.
- Oversee and monitor the execution and finalization of local currency funding and conversion transactions and closely coordinate with other departments and TD divisions. This collaboration is particularly relevant in case of new structures (new product categorizatio, new currencies, and major change in existing currency market regulations.
c. Staff Supervision
- Lead multidisciplinary teams and ensure the overall quality of its work.
- Supervise the performance of teams and individuals, providing clear direction and regular monitoring and feedback on performance.
- Provide coaching and mentoring to team and individuals and ensure their ongoing learning and development.
Qualifications
You will need:
- Master’s Degree or equivalent, in Accounting, Finance, Business or Engineering. University degree and at least 10 years specialized experience relevant to the position in similar organization/s may be considered in lieu of a Master’s degree.
At least 15 years of broadbased professional experience in accounting, finance, operations, and internal control.
- Excellent written and verbal communication skills in English.
- Proven management and leadership qualities.
- International experience working in several countries
