JOB DESCRIPTION

Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In the Central African Republic, UN Women has been working since August 2015 with the Government, National Institutions, academic institutions, civil society and the media and the UN Country Team to advance the gender equality and women’s empowerment agenda through the implementation of national and international commitments.

UN Women supports the efforts of the Government of the Central African Republic (CAto promote gender equality and empower women. The Central African Republic has ratified several international conventions on equality and women’s empowerment, including the Convention on the Elimination of All Forms of Discrimination against Women (CEDA. The Ministry for the Promotion of Gender, Protection of Women, Family and Children (MPGPFFis the institutional framework for equality policies and ensures the coordination of the gender sector. Despite the existence of a revised National Equality and Equity Policy (PNPEfor the period 20192024, and the institutionalization of gender focal points (GFPin all Ministerial Departments, the MPGPFFE’s capacity for gender mobilization and coordination remains weak. In this context, collaboration on the promotion of gender equality and women’s empowerment between nonstate implementing partners and local authorities, in the promotion of gender equality and women’s empowerment, must be strengthened.

As part of the implementation of its Strategic Note in the Central African Republic, UN Women will obtain funding from the Delegation of the European Union to the Central African Republic for the implementation of the Project “MOUNGO MABOKOSupport to the Government of the Central African Republic for the Promotion of Gender Equality and the Empowerment of Women” for a period of three years. The concerted efforts of the Delegation of the European Union and UN Women aim to strengthen the effective integration of gender equality into national laws, policies and strategies, as well as their implementation, through institutional support for the national gender agenda. This project is part of the National Development Plan and is intended to generate transformational and sustainable changes.

To this end, UN Women Central African Republic is seeking to recruit a National Programme Coordinator to ensure the implementation of the project. Under the supervision of the Country Representative, the National Programme Coordinator will ensure national coordination in the promotion of gender equality and women’s empowerment and within the United Nations System in the Central African Republic.

Key Functions and Accountabilities:

I.    Promote gender equality and women’s empowerment in the Central African Republic 
•     Coordinate the development of the annual work plan and budget.
•     Ensure the implementation of programme activities supporting womenled organisations and the creation of women’s movements.
•     Supervise the technical assistance mission to the Ministry to support the development and implementation of gender policies, strategies and programmes and to facilitate coordination between and with stakeholders;
•     Strengthen the institutional capacities of the Ministry for the Promotion of Gender, the Protection of Women, the Family and Children so that it can fully play its role in formulating and implementing public gender policies;
•     Facilitate the establishment and operationalisation of the national observatory for parity between men and women in order to measure progress in gender equality and women’s empowerment in CAR;
•     Mobilise the women’s movement to change sexist behaviour and eradicate harmful traditional practices such as early marriage and FGM;
•     Promote the capacities of women and their networks so that they can influence policies and programmes to promote gender equality in the Central African Republic;
•     Advocate for the involvement of men and boys in initiatives to protect and promote women’s rights;
•     Organise resource mobilisation round tables;
•     Support national gender coordination mechanisms to step up advocacy for equality and equity within the country’s government and institutions;
•     Strengthen capacities for action of women’s organizations defending women’s rights and women’s networks.

II.    Provide technical support for national gender coordination mechanisms and interagency gender coordination
•     Provide technical support for UN interagency planning processes and similar exercises;
•     Cofacilitate meetings of the United Nations System Gender Thematic Group (UNSWand prepare briefing papers on the activities of the UNSWG;
•     Prepare background papers and analysis for UN Women management and country team on gender dynamics;
•     Coordinate, monitor and review the submission of voluntary country reports on the promotion of gender equality.

III.    Ensure UN Women’s participation in UNS strategic planning
•     Manage partnerships and relations with state institutions and other entities;
•     Ensure that gender is taken into account in evaluations and strategic planning: UNSDCF, CCA, joint UNS projects etc. ;
•     Follow up on actions required/outstanding issues and report on results;
•     Alert management to critical issues to be addressed;
•     Participate in the development of the office’s Annual Work Plan and those of joint UNS mechanisms.

IV.    Develop national and partner capacities for gender promotion:
•     Identify capacity building opportunities for womenled organizations and facilitate technical/programmatic support and training for them;
•     Manage the implementation of technical advice and guidance, develop and implement technical tools and initiatives;
•     Establish and manage relationships with national partners and country gender focal points to support the promotion of gender equality and women’s empowerment;
•     Identify partners’ capacity building needs and lead the coordination of partners’ technical assistance, mentoring, training and capacity development initiatives.
•     Participate in donor meetings and genderrelated public information events.

V.    Manage programme monitoring and reporting
•     Manage the monitoring of programme implementation and finances using resultsbased management tools;
•     Monitor the progress of implementing partners’ activities and finances.
•     Supervise field missions and review reports on monitoring missions;
•     Draft quarterly and donor reports, focusing on results, outputs and outcomes;
•     Prepare donor reports for the UN Women office.

VI.    Manage advocacy, knowledge building and communication efforts.
•     Oversee technical assistance and capacity development for gender advocacy;
•     Represent UN Women in meetings and policy dialogues on issues related to gender promotion and gender equality;
•     Develop advocacy strategies and oversee their implementation;
•     Identify best practices and lessons learned to guide programme improvement and strategic planning;
•     Plan, implement and monitor the UN Women Annual Work Plan;
•     Collaborate with Programme Officers and the Regional Office Evaluation Officer in the monitoring and evaluation of UN Women Programmes in the Central African Republic;
•     Develop knowledge management strategies, products and methodologies.

VII.    Support the Country Representative
•     Support the Country Representative in the exercise of all his/her responsibilities, including the management and operational activities of the office;
•     Coordinate initiative activities with partners, including in the field;
•     Finalise reports for submission to head office and partners;
•     Support Programmes in mobilising resources;
•     Support, at the request of the Country Representative, in any other area required for the smooth running of the office.

VII. The incumbent performs other duties within his/her functional profile that are deemed necessary for the effective functioning of the Office and the Organization.
Supervisory and Management Responsibilities:

The incumbent will be in a team of twelve members of the Strategic Coordination Unit. Under the direct supervision of the Country Representative,  the incumber will supervise six (06) staff members and will work in collaboration with the Program Officers in resource mobilization.

Education and certification:

  • Master’s degree in economics, Social Sciences, Gender Studies, Development or a related field is required;

Experience:

  • A minimum of five years of progressively responsible experience in the areas of design, planning, resource mobilization, implementation, monitoring and evaluation of development projects is required;
  • Demonstrated technical experience in gender issues, women’s empowerment is required;
  • Experience in coordination and liaison with government, technical and financial partners, the private sector and civil society is desirable.
  • Experience in leading/managing interventions supporting women’s civil society organizations and networks is desirable.
  • Experience in the use of computer applications and software packages (MS Word, Excel, etc.) is desirable.
  • Experience in the use of a modern webbased ERP System, preferably Oracle Cloud, is desirable.
  • Experience working at UN Women or other parts of the UN system is desirable.

Languages:

  • Fluency in French is required.
  • Knowledge of English is desirable.
