JOB DESCRIPTION

1. Role and responsibilities

Shelter & WASH Technical Officer specializes in essential services in urban and rural settings (construction, emergency relief planning, cash support) able to assess, plan, design and help supervise projects in those contexts, according to NRC standards and procedures and national regulations.
The following is a brief description of the role.

Generic responsibilities
These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work- and Professional Development Plan.

1. Ensure compliance with NRC policies, guidelines and standards.
2. Ensure compliance with Shelter strategy, tools, handbooks, guidelines and standards.
3. Ensure that all shelter projects (repair, rehabilitation and/or reconstruction) are implemented in a timely manner and according to strategy, proposals, budgets and plans, and in line with NRC policies and donor requirements.
4. Shelter specific technical responsibility for the quality control and monitoring of project activities
5. Shelter specific technical responsibility for project documentation of technical activities of Shelter project(s)
6. Provide specific technical support and capacity building towards project staff.
7. Assess, promote and document ideas for technical improvement and further program development options.
8. Contributes to Shelter specific protection risks and needs analyses.
9. Ensure that the project is implemented in adherence with the requirements of the partnership agreement.
10. Contributes to designing of protection response to identified risks and needs.

Specific responsibilities
These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly. The line manager drafts the specific responsibilities and sends them to his/her line manager for approval.

 Provide technical guidance and support within all essential Shelter services.
 Do structural assessments of buildings and propose technical solutions for materials assistance, repair, rehabilitation and/or reconstruction, and provide technical information for development of work plans, technical specifications, bills of quantities (BoQs), cost estimates, structural drawings (CAD).
 Assess the completion of works, and prepare recommendations for payments, interim and final payment certificates.
 Provide technical support to contractors and beneficiaries, supervise construction works, and ensure that quality of materials and workmanship is according to technical specifications.
 Involve and inform and liaise with communities and local authorities about the activities and ensure that all projects are in line with national guidelines and regulations.
 Support the design of assessments and lead the roll-out of the data collection.
 Ensure that projects target beneficiaries most in need, explore and asses new and better ways to assist.
 Ensure that distribution of materials and equipment is done in a timely manner and according to procedures.
 Ensure correct data tracking for all interventions and prepare periodic progress reports and other documents as required.
 Assist and support the direct line manager in drafting reports of any kind.
 Assist and support the direct line manager in preparing reports for Activity Info, GORS, SIDAR.
 Assist with any other duties assigned by line manager as and when required.

These are skills, knowledge and experience that are important for effective performance.

Required professional competencies for this position:
 3+ year experience in job functions mentioned above.
 Fluency in Ukrainian
 B1 level of English, both written and verbal
 University degree in job function mentioned above, or related fields. Diploma in Civil Engineering or Architecture will be an advantage.
 Knowledge of computer programs: MS Word, MS Excel, MS Project, AutoCAD
 Excellent time management skills and ability to perform under tight deadlines.
 Excellent organizational skills, ability to prioritize a complex workload and to work autonomously as needed.
 Valid driver’s license.

Desirable skills, knowledge, and experience:
 Previous experience in humanitarian sector
 Previous experience in construction/reconstruction work or similar projects.
 Previous experience of working in complex and volatile contexts.
 Willingness to work in demanding, stressful situations with respect for basic security rules.
