OVERVIEW OF THE FUNCTIONS OF THE POST

Under the overall authority of the Director of the UNESCO Regional Bureau for Science and Culture in Europe and the direct supervision of the Coordination Officer, the consultant will provide support and contribute to ensure the full participation of the Regional Bureau in the UN Development System and UNESCO’s positioning in regional programmes and initiatives.

The position is located in the UNESCO Regional Bureau for Science and Culture in Europe, in Venice, Italy.
The Consultant will:
• Assist the Supervisor and keep an overview of UNESCO’s participation in and contribution to, various UN inter-agency thematic and programmatic working groups in the countries under the Bureau’s geographical purview;
• Contribute to the Regional Bureau’s inputs to strategic and programming documents, statutory reports and reports in the framework of its contribution to the UN Development System (UNDS) in Europe and Central Asia;
• Assist the Supervisor in her role as member of the Peer Support Group (PSG) for Europe and Central Asia by undertaking analytical work and review of responses received by the UNCTs in order to assess the involvement of the PSG in the United Nations Sustainable Development Cooperation Frameworks (UNSDCFs) design processes;
• Assist the Supervisor in drafting the biennial report about UNESCO’s contribution to the UNDS in Europe and Central Asia, both at regional and country level for 2024-2025; The report should comprehensively, reflect on UNESCO’s committed actions to the seven United Nations Country Teams (UNCTs) and their UNSDCFs;
• Prepare a draft detailed analysis about UNESCO’s contribution to the UNSDCF cycles in South East Europe, especially in co-developing the Common Country Analysis (CCAs), co-delivering the UNSDCFs and implementing Joint Work Plans (JWPs), This analysis should reflect the UNESCO and Focal Points’ engagement status during 2024-2025 and provide evidence for improvement of effective engagement in UNDS in the following biennium;
• Fulfil responsibilities in other aspects, such as participating in regular UNCT meetings, retreats, Result Groups, etc.;
• Support communication related to UNESCO’s participation in UNSDG/RCP regional coordination and UNESCO contribution to UNSDCFs;
• Assist the Supervisor in other activities linked to the UNDS;
• Carrying out other related task as assigned by the Supervisor.

REQUIRED QUALIFICATIONS

Education
Advanced university degree (Master’s degree or equivalent) in international relations, economics, management of cultural activities or natural and cultural heritage protection, or other related subjects.

Experience
• Professional experience in coordination, planning, monitoring acquired at international level.
• Prior work experience with the United Nations or its Specialized Agencies, Funds or Programme.

Knowledge, skills, and competencies
• Strong competence on Microsoft applications, including Word, Excel, PowerPoint and databases
• Good communication, research and analytical skills to be able to rapidly analyse and integrate diverse information from various sources, interpret needs and requirements
• Good organisational and planning skills and an ability to meet established deadlines, including, under pressure
• Experience, ability to work and positively cooperate/interact in an international multi-cultural working environment
• Ability and willingness to be a team-player with strong interpersonal skills

DESIRABLE QUALIFICATIONS

Work Experience
• Experience in working for or with other national and/or international development cooperation agencies
