HR Technical Officer – Jerusalem – East Jerusalem (1 Position)

JOB DESCRIPTION

Role and responsibilities

The purpose of the officer position is day to day implementation of the HR functions responsibilities, with a specific responsibility for Country Office staff. This position will also be the focal point for NRC People (NRCs HR tool), ensuring accurate data management country wide (supporting and feedback to Area Offices). This position requires strong attention to detail and excellent data management skills.

Specific responsibilities

  • Main focal point for national staff whose duty station is Country Office for general HR queries (except recruitment and onboarding).
  • Support Country Office line managers and staff on implementation of NRC HR policies and procedures, ensuring compliance
  • Follow up and ensure proper implementation for NRC Terms of Employment and all related policies.
  • Responsible for preparing the monthly payroll for the Country Office, by the required deadline,
  • Responsible for being the CO focal point for the HR system (People) and ensure that the system is updated and accurate.
  • Responsible for ensuring all HR data is updated and accurate across all data locations (trackers, filing tree), feeding back to those responsible where inaccurate or missing.
  • Accountable for ensuring adherence to data protection laws and internal data protection policies, advising staff and peers where necessary.
  • Ensure that staff Exit Procedures/checklists are well established and implemented countrywide.
  • Ensure continuous filing of all related forms, templates, documents, and legal papers in their respective files as per filling tree guidelines (SSD).
  • Prepare monthly reports related to payroll, performance management and HR metrics with regular update of staff database.
  • Ensure enrollment in Insurance packages of all staff members with proper support in related inquiries.
  • Promote NRC’s expected organisational behavior and culture among staff in terms through HR awareness/induction sessions.
  • Escalate all cases involving risk to NRC to the HR Coordinator and HR Manager without delay
  • Support the HR Coordinator in gathering and assessing L&D requirements and data
  • Responsible for giving training, when required in coordination with the HR Coordinator (employee relations).
  • Support the HR Coordinator (Employee relations) in any other reasonable tasks as required.

Generic professional competencies:

  • Experience of working as a HR Officer in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Fluent in English (reading and writing)

Context/ Specific skills, knowledge and experience:

  • Fluency, written, speaking and reading, in Arabic
  • Previous experience working in HR with an INGO an advantage
  • Strong history of compliance to SOPs and regulations.
  • Proven record of accurate data management
  • Previous experience of managing payroll under Israeli Labour Law

This position is Grade (06) Step (01). Salary & Benefits are based on Jerusalem Duty Station.

Contract Duration: 12 months renewable, based on the need of position, fund and performance.
