JOB DESCRIPTION

Position:                                                Monitoring, Evaluation, and Learning (MEL) Team leader
Reports to:                                            Monitoring, Evaluation, and Learning (MEL) Coordinator
Supervision of:                                      3 staff
Category and Level:                             Grade 6, Step 1
Duty station:                                          Myitkyina
Travel:                                                   Up to 50% travel around Kachin and Shan state
Duration and type of contract:               Fixed-Term national contract (renewable based on funding)

1. Background 

NRC is committed to measuring and understanding program performance as an integral part of providing quality humanitarian assistance. Our monitoring and evaluation approach addresses questions on goal progress, impact, and improvement. It is imperative to use M&E results to inform evidence-based program design, ensuring relevance, efficiency, and effectiveness. The main objective of this position is to ensure data quality and integrity for monthly reporting; to facilitate rigorous monitoring and evaluation process to ensure programs align with goal and deliver meaningful results; and to provide timely and accurate data to support informed decision-making within the organization.

2. Role and responsibilities 

The following is a brief description of the role.

  1. Ensure adherence to NRC policies, guidance, and procedures.
  2. Collaborate with CFM officers, MEL officers, and MEL technical assistants in Bhamo and Myitkyina, and CFM community focal persons in the southern Shan area.
  3. Ensure that output and outcome data is collected and documented for reporting; and maintain comprehensive records of M&E activities and results.
  4. Capacity building and training of program staff on the technical and conceptual areas, as needed.

Support programmed staff to implement quality and timely programs ensuring all MEL activities are carried out during the projects’ implementation.

Specific responsibilities

  1. Develop tools necessary to complete all data collection related to the Complaint feedback mechanism and program output and outcome result.
  2. Manage the team to make sure the team works closely with Community based workers and data enumerators for Complaint feedback mechanisms and data enumeration in NE area.
  3. Provide technical management on the Referral tracker, CFM tracker, Donor and NRC internal reporting matrices, and Project Indicator tracking table for a timely reporting manner.
  4. Manage the Telerivet and Twilio accounts for Hotline /Blast messaging system in NE
  5. Summarize and report the community’s voices from the project intervention area to the program team weekly.
  6. Provide feedback to project technical and partner staff on methodologies and results of assessments to ensure and be accurate that results of monitoring and evaluations are used to implement programmatic changes accordingly.
  7. Prepare weekly and monthly work plans for field visits and support for the program data entry.
  8. Provide support in data management and Power BI or Excel dashboard reports
  9. Present as a CFM representative in Monthly/ yearly internal reporting session
  10. Monthly report on NRC internal reporting system
  11. Any other task relevant to the position as requested by the line and/ or technical manager.

  • MEL team, Yangon and Lashio

  • Good knowledge of data protection principles, international standards, data tech and systems.
  • Understanding of data and information needs for programmed management and decision making.
  • Good English language both written and verbal skills.
  • Fluency in local language, both written and verbal.
  • Proficient in data analysis tools such as Excel, SPSS, R Studio, or Python and data visualization tools such as Tableau or Power BI Desirable
  • Experience in provision of training to community in conflicted affected area and emergency situation
  • Experience in data management of humanitarian sector or NRC
  • Strong data interpretation skills and data presentation
  • Proficiency in MS Office packages (Excel, power point, Word, etc)
  • Basic knowledge and understanding of international standards, and protection    fundamental concepts and guiding principles.
